Technical cooperation appointments are not expected to lead to a career in the ILO and do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extension of contracts is subject to availability of funds, continued need for the role, and satisfactory performance.
Conditions of Employment (for external candidates)
In conformity with ILO practice, external appointments are normally made at the first step of the grade.
Entry level salary: UGX 86,252,000 yearly (Ugandan Shilling)
Introduction
Trade for Jobs Uganda is a five-year initiative (2025–2030) co-led by the International Labour Organization (ILO) and the International Trade Centre (ITC), funded by Sida. Using a market systems approach, it leverages trade to create decent jobs and generate income, particularly in the dairy and tourism sectors.
Objectives:
Strengthen regional and global trade of dairy products and tourism services, especially for micro-enterprises and SMEs.
Support private sector development for MSMEs, including value addition, competitiveness, diversification, and improved business environments.
Engage with Swedish companies to utilize their expertise, services, products, and investment potential.
The project’s unique approach combines ILO’s decent work expertise with ITC’s trade and MSME competitiveness knowledge, aiming for sustainable, trade-driven employment growth.
Reporting Lines
The Senior Finance and Administrative Assistant will work under the supervision of the Team Leader (TL), in collaboration with the Programme and Finance Unit of the CO Dar-es-Salaam, and report overall to the Director of the Country Office in Tanzania.
Duties, Roles and Responsibilities
Under the supervision and guidance of the Team Leader, the Senior Finance and Administrative Assistant will:
Ensure smooth project administration and office management.
Perform specialized finance support tasks, including verifying financial transactions and documentation.
Assist staff with interpretation of administrative rules and procedures.
Make travel and hotel arrangements; prepare travel authorizations.
Organize meetings, workshops, seminars, and training logistics.
Liaise with HQ technical units, ILO constituents, social partners, and UN agencies.
Prepare correspondence, reports, and confidential documentation.
Brief and assist staff, experts, and consultants on administrative procedures.
Manage incoming correspondence and track deadlines.
Prepare cost estimates, reports, and assist in budget analysis.
Manage project expenditures and ensure proper use of funds.
Monitor and adjust accounts to optimize fund utilization.
Guide and supervise junior admin/support staff.
Handle local procurement, office maintenance, and security.
Register suppliers and prepare purchase orders and contracts.
Perform any other relevant duties as assigned by the TL.
Qualifications, Education and Competencies
Education
Completion of secondary school education with formal training in accounting and/or finance and administration.
University degree in Accounting, Administration, Finance, or related field is an advantage.
Experience
Minimum of six years in operational and/or administrative support, including financial operations.
ERP system experience is required.
Languages
Excellent command of English (written and spoken).
Competencies
Knowledge of financial and administrative processes, and ILO/UN financial rules and regulations.
Familiarity with international accounting standards (e.g., IPSAS).
Proficient in Microsoft Office and other required software (e.g., IRIS).
Teamwork, ability to work under pressure, and meet deadlines.
Strong interpersonal and problem-solving skills.
Ability to interpret rules and procedures.
Ability to organize and prioritize work independently.
Competence in dealing with internal/external service providers.
Leadership and ability to manage workloads.
Understanding of administrative procedures across HR, finance, and procurement.
Knowledge of the project’s work and broader organizational goals.
Diplomacy and discretion in handling sensitive matters.
Attention to detail and confidentiality.
Must demonstrate integrity, multicultural awareness, and gender-sensitive attitudes.
