The National Environment Management Authority (NEMA) is a semi-autonomous institution, established in May 1995, as the principal agency in Uganda, charged with the responsibility of coordinating, monitoring, regulating and supervising environmental management in the country.
NEMA spearheads the development of environmental policies, laws, regulations, standards and guidelines; and guides Government on sound environment management in Uganda. In doing this, NEMA contributes to social-economic development and wise use of natural resources, focusing on providing support to Government’s main goal of ensuring sustainable development contributing to the National Vision, the National Development Plan (NDP), regional and global commitments including the Sustainable Development Goals (SDGs).

How to Apply
Assist in the development and implementation of work plans and budgets.
Support the monitoring and coordination of Environmental and Social Impact Assessments (ESIAs) and Strategic Environmental Assessments (SEAs) within the petroleum industry.
Coordinate compliance monitoring and inspections of oil and gas operations.
Advise the Authority on procedures, guidelines, and protocols for conducting and reviewing ESIAs in the oil and gas sector.
Coordinate Lead Agency participation in ESIA reviews for oil and gas projects.
Facilitate capacity-building initiatives related to ESIA in the petroleum sector.
Support the development of National Policy Guidelines for ESIAs and SEAs in key focus areas.
Contribute to the development and management of an ESIA and SEA information system as part of the broader Environment Information Management System.
Collaborate with other staff on matters related to environmental and social assessments.
Promote applied research on best environmental practices.
Support public awareness and education programs about ESIA requirements in oil and gas, minerals, and geothermal industries.
Assist in coordinating waste stream licensing within the oil and gas sector.
Oversee health, safety, quality, and environmental aspects of petroleum facilities.
Supervise and appraise staff within the unit.
Perform any other duties as assigned by the supervisor.
Honours Bachelor of Science Degree in Environment and Natural Resources, Physical or Natural Sciences, Environmental, Chemical or Petroleum Engineering, Petroleum and Geosciences, Geology, or Chemistry.
Master’s Degree in any of the above fields is required. For candidates with a first degree in Chemical or Petroleum Engineering, or Petroleum and Geosciences, Geology, or Chemistry, the Master’s degree must be in Environment and Natural Resources.
Experience
Minimum of three (3) years’ relevant experience in managing environmental and social aspects of the extractive industry at a senior officer level within a reputable organization.
Competencies and Skills

Strong interpersonal, communication, and negotiation skills.
Knowledge of conservation planning.
Good understanding of the mitigation hierarchy.
Excellent academic writing and publication skills.
Strong analytical and presentation abilities.
Financial and human resource management expertise.

Resource mobilization experience.
Risk management skills.
Advanced proficiency in Information Communication Technology (ICT).
