Job Description

Uganda Electricity Transmission Company Limited (UETCL) is a public Limited Company, owned by the Government of Uganda. UETCL holds the following operational licences; System Operator, Operation of the High Voltage Transmission Grid, Bulk Power Supply, Import and Export of Power and; Public Infrastructure Provider (for ownership and operation of the Optic Fibre).

UETCL invites applications from suitable and eligible candidates to fill the following position

Duties and Responsibilities

Design and Development: Lead the design, development, and implementation of complex communication systems, networks, and infrastructure solutions. This may include voice, data, video, and wireless communication technologies.
Technical Leadership: Provide technical leadership and expertise to engineering teams involved in communication projects. Mentor junior engineers, review technical designs, and ensure compliance with industry standards and best practices.
System Integration: Oversee the integration of communication systems with existing infrastructure and technologies, ensuring seamless interoperability and compatibility.
Network Architecture: Develop network architecture and topology designs, including LAN/WAN configurations, routing protocols, and security measures. Optimize network performance and reliability.
Protocol Implementation: Implement communication protocols and standards, such as TCP/IP, SIP, VoIP, MPLS, and LTE, to support various applications and services.
Equipment Selection: Evaluate and select communication hardware, software, and equipment based on project requirements, budget constraints, and performance criteria. Coordinate procurement and vendor management activities.
Testing and Troubleshooting: Conduct testing, validation, and troubleshooting of communication systems to identify and resolve issues. Perform network performance analysis and optimization to enhance efficiency and reliability.
Security Compliance: Ensure compliance with security standards and regulations, such as HIPAA, GDPR, and ISO 27001, by implementing appropriate security measures, encryption techniques, and access controls.
Documentation: Prepare technical documentation, including system designs, network diagrams, configuration guides, and operational procedures. Maintain accurate records of configurations, changes, and incident reports.
Project Management: Manage communication engineering projects from initiation to completion, including scope definition, resource allocation, scheduling, and budget management. Coordinate with stakeholders and vendors to ensure project success.
Risk Management: Identify and assess risks associated with communication systems and networks. Develop risk mitigation strategies and contingency plans to minimize disruptions and security threats.
Quality Assurance: Implement quality assurance processes and procedures to ensure the reliability, availability, and performance of communication systems. Conduct audits and performance evaluations to maintain high standards of service.
Regulatory Compliance: Ensure compliance with regulatory requirements and industry standards governing communication technologies, including FCC regulations, ITU-T recommendations, and telecommunications laws.
Continuing Education: Stay abreast of emerging trends, technologies, and best practices in communication engineering through continuous learning, training, and professional development activities.
Customer Engagement: Collaborate with internal stakeholders, customers, and end-users to understand their communication needs, gather requirements, and provide technical guidance and support. Act as a liaison between technical teams and non-technical stakeholders.

Qualifications and Competencies

Education: Bachelor's degree in electrical engineering, computer engineering, or a related field. Advanced degree (e.g., master's or Ph.D.) may be preferred for senior-level positions.
Experience: Significant experience (typically 5-10 years or more) in communication engineering roles, with progressively increasing levels of responsibility and leadership. Hands-on experience in designing, implementing, and managing communication systems and networks.
Technical Skills: Proficiency in communication technologies, protocols, and standards, including TCP/IP, SIP, VoIP, MPLS, LTE, Ethernet, and Wi-Fi. Strong knowledge of network architecture, routing protocols, and QoS mechanisms.
Certifications: Relevant certifications such as Cisco Certified Internetwork Expert (CCIE), Certified Wireless Network Professional (CWNP), or Certified Information Systems Security Professional (CISSP) may be required or beneficial.
Leadership Abilities: Demonstrated leadership skills, including the ability to lead technical teams, mentor junior engineers, and drive projects to successful completion. Strong decision-making and problem-solving abilities.
Communication Skills: Excellent verbal and written communication skills to communicate technical concepts and ideas effectively to both technical and non-technical audiences. Ability to prepare clear and concise technical documentation.
Analytical Skills: Strong analytical and critical thinking skills to analyze complex communication problems, identify root causes, and develop innovative solutions. Ability to troubleshoot and resolve technical issues efficiently.
Project Management: Proficiency in project management methodologies and tools to plan, execute, and oversee communication engineering projects. Ability to manage project scope, schedule, budget, and resources effectively.
Collaboration: Ability to collaborate effectively with cross-functional teams, stakeholders, and vendors to achieve project objectives. Strong interpersonal skills and the ability to build positive working relationships.
Adaptability: Flexibility and adaptability to work in a dynamic and fast-paced environment, managing multiple projects and priorities simultaneously. Willingness to learn new technologies and stay updated on industry trends.
Problem-Solving Abilities: Creative problem-solving skills to address technical challenges, explore alternative solutions, and make informed decisions. Ability to think strategically and anticipate future communication needs.
Attention to Detail: Meticulous attention to detail in designing, configuring, and testing communication systems. Ability to ensure accuracy and reliability in system configurations and documentation.
Regulatory Knowledge: Understanding of regulatory requirements and compliance standards relevant to communication engineering, including FCC regulations, ITU-T recommendations, and industry-specific guidelines.
Customer Focus: Customer-centric mindset with a focus on delivering high-quality solutions and services that meet customer needs and expectations. Ability to understand and address the unique requirements of different stakeholders.
Ethical Conduct: Commitment to ethical conduct, integrity, and professionalism in all aspects of communication engineering. Adherence to ethical standards, confidentiality agreements, and industry best practices.
