Job Description
The Senior Cash Officer will provide technical leadership, oversight, and quality assurance for the design and implementation of cash and voucher assistance (CVA) interventions under the OCHA-funded project. The role ensures that cash assistance is delivered safely, efficiently, and in line with protection principles, financial controls, and humanitarian standards. The SCO will work closely and coordinate with both internal and external stakeholders. Internally, the SCO will work closely in consultation with the Regional Cash Technical Advisor and with program managers in the design and implementation of CVA activities. Externally, the SCO will work closely with other NGOs/CBOs, OPM, UNHCR, financial service providers and clients and ensure that cash interventions are well planned, implemented and coordinated. The SCO will coordinate with other coordination mechanisms i.e. regional cash working group, national cash working group, Collaborative Cash Delivery(CCD) Network , interagency coordination, among others.
Duties, Roles and Responsibilities
Program Implementation
- Lead the planning, design, and operationalization of emergency cash assistance interventions, ensuring alignment with project objectives, Minimum Expenditure Basket (MEB), and Cash Working Group guidelines.
- Provide technical guidance on different cash modalities (unconditional cash, protection cash, cash-for-work) and ensure appropriateness to context and beneficiary needs.
- Adapt transfer values and delivery mechanisms based on market assessments, protection risks, and evolving humanitarian needs.
- Ensure integration of protection mainstreaming, gender sensitivity, and “Do No Harm” principles across all cash activities.
- Oversee community-based targeting, protection screening, and referral mechanisms in collaboration with community structures, RLOs, OPM, and UNHCR.
- Ensure robust household verification processes, including vulnerability assessments and prioritization using standardized scoring tools.
- Supervise beneficiary registration processes, ensuring accurate data capture, compliance with data protection standards, and secure data management systems.
- Ensure inclusion of highly vulnerable groups (PSNs, GBV survivors, UASC caregivers, female-headed households) in line with project targeting criteria.
- Lead the implementation of safe, timely, and accountable cash transfers through mobile money platforms and other approved financial service providers.
- Coordinate closely with finance teams and service providers to ensure accurate transfer processing, reconciliation, and reporting.
- Ensure adherence to financial control mechanisms including beneficiary verification, segregation of duties, audit compliance, and fraud prevention.
- Monitor transfer pipelines and resolve delays or discrepancies in cash delivery.
- Ensure that cash assistance is linked to protection case management and supports critical needs such as relocation, legal documentation, and shelter stabilization
- Oversee delivery of specialized cash support to GBV survivors, UASC caregivers, and other high-risk groups using survivor-centered approaches.
- Monitor and mitigate protection risks associated with cash assistance, including intra-household dynamics, exploitation, and misuse.
- Strengthening referral pathways between cash assistance and protection, shelter, and legal services.
- Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Lead the design and implementation of Post-Distribution Monitoring (PDM) to assess effectiveness, utilization, and outcomes of cash assistance
- Track key performance indicators and ensure timely and accurate reporting against project targets.
- Analyze data to inform programme improvements, targeting adjustments, and risk mitigation strategies.
- Document lessons learned, best practices, and case studies for internal learning and donor reporting.
Coordination and Representation
- Represent the organization in Cash Working Group meetings and relevant coordination forums.
- Liaise with OPM, UNHCR, financial service providers, and other partners to ensure harmonized and coordinated cash responses.
- Support integration of cash programming with other sectors including protection, shelter, and livelihoods.
Other
- Other duties assigned by the supervisor to enable and develop IRC programs.
