Job Description
Job Title: Senior Airworthiness Inspector (SAWI) – Avionics
Organisation: Uganda Civil Aviation Authority (UCAA)
Duty Station: Entebbe, Uganda
Job Summary: Certification of Aircraft and Air Operators, approval of aircraft maintenance organizations, approved training organizations, continuing oversight of certified aircraft/Operator and licensing of aircraft, maintenance personnel under the guidance of PAWI-Avionics.
Duties, Roles and Responsibilities
Planning, budgeting and review process.
Provides information to the Principal Officer in order to support planning activities for the department.
Participates in and supports
budgetary control initiatives in order to ensure that the department operates within its approved budget.
Airworthiness Inspection
Leading assigned audit teams during the conduct of full audit of maintenance organizations and/or air operators’ certification.
Assisting the MFSS in the development and implementation of the airworthiness surveillance programmes, planning and conducting of industry relevant workshops and safety promotion activities.
Provides advice and recommendations in other areas of UCAA responsibility, such as the identification and handling of Transport of Dangerous Goods by Air, and on other technical matters relating to airworthiness as may be required.
Takes appropriate action on MCAI issued by the State of Design or by the State of Registry.
Resolves regulatory problems associated with continuing airworthiness, formulating amendments to regulations as necessary, establishing general and technical policies and procedures on which airworthiness requirements can be improved upon and based.
Evaluates the design and suitability when qualified, of aircraft components and equipment and their approval for use in aircraft and assess and approve the installation of aircraft components and equipment;
Assesses qualifications of persons who may be eligible to perform tasks on behalf of the UCAA when found qualified and properly authorized (designees);
Reviews the facilities and procedures of applicants for issuance and renewal of certificates of approval to conduct maintenance of aircraft, including qualifications of persons issuing a maintenance release;
Reviews air operator’s airworthiness main base and line stations maintenance provisions including training provisions, organizations, and quality assurance procedures of applicants for issuance and renewal of an AOC in coordination with OPS section of the UCAA and making recommendations as appropriate with regard to the application;
Reviews current and new international and foreign airworthiness standards related to continuing airworthiness and determines the need for adoption of critical features of those standards into national requirements;
Monitors the implementation of the ADs and/or related SBs issued by the manufacturer (both foreign and domestic) to ensure air operator’s compliance to the continuing airworthiness of aeronautical products with an established procedure to avoid or correct service difficulties;
Reviews aircraft and component manufacturers’
SBs and ADs issued by foreign airworthiness authorities to determine their applicability to national aircraft and take action where airworthiness may be affected.
Provides guidance on the implementation of MCAI;
Establishes a service difficulty reporting (SDR) system. Analyzes and investigates significant defects discovered in aircraft and determines corrective action to be taken where airworthiness may be affected and correct any trends, where necessary;
Periodically reviews the airworthiness records of aircraft on the State’s aircraft register to assess the adequacy of their maintenance and status of aircraft and the competence and diligence of the persons and organizations who perform the maintenance;
Evaluates and accepts air operator’s mass and balance programmes;
Maintains the Uganda Civil Aircraft register and makes the information from the register available, when needed;
Issues advisory material to the aviation industry concerning airworthiness practices and procedures, where such advice may make a significant contribution to aviation safety.
Initiates interim regulatory directives
concerning maintenance, overhaul and repair of aircraft and components thereof, and procedures to be followed by the aviation industry to comply with the national air law and/or regulations related to airworthiness.
Assists in the airworthiness investigation of aircraft accidents, as necessary; investigates possible violation of the national air law or regulations in regard to airworthiness and take appropriate enforcement action, when necessary
Assists in management of electronic aircraft register maintenance.
Evaluates and approves aircraft maintenance programmes, including condition monitoring programmes, reliability programmes, structural integrity programmes, as applicable
Evaluates and approves or accept MCMs, maintenance procedures manuals, and where no separate licensing Department exists, aircraft maintenance training organizations’ curriculums
Evaluates equipment required for specific operations as appropriate for the intended purpose, e.g., minimum equipment list, reduced vertical separation minima, Category II and III precision approach equipment, Extended Diversion Time Operation and Electronic Flight Bag;
Evaluates and approves aircraft condition monitoring, aircraft reliability, and aircraft structural integrity programmes, as appropriate;
Performing the duties of MFSS in his/ her absence; conducting AMEL examination;
Evaluates and issues export certificates of airworthiness for aircraft, engine and/or propellers, components as applicable;
Evaluates and issues Acceptance of major modification and repair;
Issues special flight permits with operating limitations for aircraft that do not meet airworthiness requirements but are capable for safe flight. Examples of special flight permits include flights after a modification or repair or during a process of applying for a supplemental type certificate, delivering or export of aircraft, evacuation of aircraft from impending danger, overweight aircraft carrying extra fuel or navigation equipment, aircraft flying to a location for maintenance;
Providing regular written reports to the DG and DSSER on the implementation of surveillance and certification activities including any identified safety concerns;
Monitoring the ICAO USOAP CMA activities in areas of airworthiness and ensuring effective implementation of the requirements;
Evaluates and approves aircraft maintenance programmes, including special maintenance programme requirements for extended diversion time operations (EDTO); Foreign Aircraft Safety Assessment on Foreign Operators Operating within Uganda.
Aircraft cabin safety equipment evaluation and operational assessment;
Performs Aircraft Type Certificate Acceptance process.
Any other tasks as assigned from time to time by Manager Flight Safety, Director Safety, Security and Economic Regulation and Director General.
Human Resource Management
Supervises, motivates and trains Airworthiness Inspectors-Avionics
Surveillance Obligation
The specific surveillance functions of Airworthiness inspectors will vary based on the technical specialty, e.g., aircraft, engine, avionics, but in general terms should include at least the following:
Conducts periodic and unannounced surveillance of maintenance-related facilities including line stations that perform maintenance of its air operators’ aircraft, making appropriate directions and recommendations and approving amendments to the air operator’s AOC authorizations and to the MCMs, as appropriate.
Conducts periodic and unannounced surveillance of maintenance-related facilities of AMOs on the ramp and in the hangars, workshops, and repair facilities. This includes contracted work that the AMO may outsource.
Conducts periodic and unannounced surveillance of its air operators’ aircraft undergoing maintenance on the ramp and in the hangar and ensure work is being performed in accordance with the MCM, aircraft maintenance programme, maintenance organization procedure manual, current technical data, and by authorized maintenance personnel;
Conducts ongoing surveillance of its air operators’ aircraft reliability programmes and take action should results indicate degraded levels of safety.
Conducts periodic and unannounced surveillance of its air operators’ aircraft during operations to ensure aircraft are airworthy.
Conducts periodic and unannounced surveillance of foreign air operators’ aircraft operations with regard to airworthiness matters;
Conducts periodic and unannounced surveillance on personnel certificated and/or authorized to issue a maintenance release; and
Investigates possible violations of the national law or regulations in regard to airworthiness and to enforce corrective and legal actions, if required.
Develops, processes, records, and reviews all avionics airworthiness forms and notices and keeps lists.
Develops and processes airworthiness certificates and notices to operators after inspection of aircrafts to ensure attainment of set standards.
Carries out any other lawful assignment allocated by the immediate Supervisor.
The jobholder is cooperative and readily responds to any adhoc tasks assigned to him/her.
Qualifications, Education and Competencies
Honors Degree in Electrical, Aeronautical, Electronic, telecommunication engineering; OR Higher National Diploma in Aircraft Maintenance, Mechanical, Electrical, Aeronautical, Electronic or telecommunication Engineering.
Aircraft maintenance engineer’s license in any of the following categories: –
“X” – Electrical or Instruments or Autopilot or Multi “R” – Radio Or B2 Avionics license
AGE: Should be under 55 years of age at the time of recruitment.
Additional essential requirements:
The following shall also be required: –
Experience and knowledge of relevant ICAO SARPs.
Must be computer literate
Should have demonstrated managerial skills
Work Experience
At least 4 years relevant working experience in Civil Aviation Organization 2 of which should have been at supervisory level.
An Aircraft Maintenance Engineer with at least 3 years’ experience releasing aircraft to service.
Training and experience in Flight Safety Oversight activities (Certification, Inspections and surveillance of aviation organizations).
Knowledge: Knowledge, background and experience in continuing airworthiness management.
Special Skills and Attributes
Must have high level of integrity, with attendant independence and ability to make sound decisions
