Job Description
The Senior Administrative Officer will play a central role in ensuring compliance with institutional, national, and international policies and standards. The officer will manage contracts, grants, budgets, and audits; oversee procurement and logistics; monitor assets and resources across project sites; and support staff recruitment, training, and development. The position also requires active engagement with stakeholders, regulatory bodies, donors, and community representatives to align research with national priorities and donor requirements. The officer will represent the Project Director/PI in high-level forums, establish systems for performance tracking, and contribute to knowledge management and dissemination of research outcomes.
Duties, Roles and Responsibilities
Ensure compliance with KEMRI policies, national regulations, and international research ethics standards.
Manage contracts, sub-awards, MTAs, DTAs, and data protection compliance.
Oversee audits, risk management, governance, and accountability frameworks.
Prepare, monitor, and report on project budgets in collaboration with finance teams.
Track expenditures, review donor reports, and ensure compliance with funder requirements (e.g., USG, Gates Foundation, CDC, UNC, Emory).
Administer the full grants cycle from pre-award assessments to closeout.
Manage procurement processes, logistics, and field resources.
Oversee asset use, maintenance, and accountability.
Lead administrative functions across offices including procurement, compliance, and logistics.
Supervise and evaluate administrative staff.
Develop and implement policies, SOPs, and systems for operational excellence.
Support HR functions including recruitment, contracts, payroll, and performance management.
Ensure mandatory staff training (GCP, ethics, biosafety).
Provide mentorship and career development support to junior researchers and staff.
Liaise with MoH, county health departments, and regulatory agencies.
Strengthen partnerships with donors and international collaborators.
Support community engagement and advisory boards.
Act as communication link between internal and external stakeholders.
Represent the PI/Project Director in donor and stakeholder forums.
Track project milestones, deliverables, and performance.
Ensure compliance with data security, sharing, and publication standards.
Document and disseminate lessons learned for future research.
Qualifications, Education and Competencies
Bachelor’s degree in Business Administration, Project Management, Public Health, HR Management, or related field (Mandatory).
Master’s degree (Added Advantage).
Strong knowledge of research governance, compliance, and donor regulations.
Proven experience in research management, grants administration, and compliance with international funders.
Minimum 7 years of relevant experience, including 3 years in senior management of research/donor-funded programs.
Demonstrated ability to manage multi-site clinical trials, surveillance studies, or large-scale research programs.
Excellent leadership, negotiation, communication, and report-writing skills.
Proficiency in MS Office, grants management systems, and research databases.
High integrity, professionalism, and accountability.
Strong problem-solving, decision-making, and stakeholder engagement skills.
Ability to manage multiple projects under pressure and meet deadlines.
Strategic thinker, adaptable to dynamic environments, with proven ability to mentor and foster collaboration.
