Enabel in Uganda is seeking to recruit a dynamic and competent individual to fill the position of Refugee Inclusion Officer in Kampala with frequent travels countrywide in Enabel Areas of Operation Busoga, Kampala, West Nile, Albertine, and Rwenzori.


The Refugee Inclusion Officer will ensure refugee inclusion in service delivery and peaceful co-existence

  • You analyse the situation and the specific needs of refugees;

  • You contribute to updating the Theory of Change of the portfolio and, where appropriate, to adapting the proposed results chain in order to increase the positive impact of the portfolio on refugees' inclusion in Uganda society;

  • You identify the most relevant tools and approaches to enhance refugees’inclusion and social cohesion;

  • You establish relations and contacts with all interesting or necessary stakeholders.

  • Master's degree in social sciences, human development, refugee & humanitarian/nexus-related studies, migration, political and international affairs, geography, anthropology, law, human rights, economics, or other areas closely relevant to the position

  • Minimum 8 years of relevant experience in program management, monitoring, evaluation, policy development, etc. with a strong focus on refugees’ inclusion, social cohesion, and representativity of vulnerable or marginalized groups, including in Uganda (from a development perspective).

  • Understanding of Uganda context, as well as previous experience in working on human mobility and/or refugees’ inclusion.

  • Ability to apply participatory & inclusive methodologies and demonstrated experience in participative & inclusive community engagement & representation mechanisms, including with civil society actors

  • Demonstrated knowledge of the normative and policy framework regarding the refugee response in Uganda (Comprehensive Refugee Response Framework (CRRF), sectoral policies, etc.) and excellent understanding of the functioning of institutions & refugee organizations and representatives

  • Experience in refugee and inclusion policy, legal and institutional framework in Uganda

  • In-depth knowledge of project management methodologies;
