About the Role
TotalEnergies Uganda is seeking a Projects and Construction Engineer to oversee and manage construction and infrastructure projects across assigned sites. The successful candidate will ensure compliance with HSEQ standards, manage contracts effectively, and provide technical and regulatory guidance throughout project implementation. This role requires flexibility, field mobility, and the ability to operate under high-pressure conditions in a dynamic and sometimes unpredictable environment.

Ensure full compliance with HSEQ (Health, Safety, Environment, and Quality) standards to protect personnel and company assets.
Oversee execution of construction and project contracts within assigned regions.
Embrace regional rotations and participate in staff rotation or replacement plans as needed.
Manage the project investment budget and ensure timely financial reporting and liquidation.
Provide technical and regulatory advice to the company on construction and engineering matters.
Maintain close collaboration with HSEQ and Sales & Marketing teams to strengthen field operations.
Update technical site data, construction records, as-built drawings, inventories, and equipment logs for accuracy and reliability.
Ensure all works are delivered within budget (+/-10%) and within contract timelines.
Enforce quality control standards and monitor performance of contractors.
Ensure permits are issued for all site activities in line with TotalEnergies’ 12 Golden Rules.
Conduct risk assessments and develop preventive measures before any site activity.
Ensure full compliance with statutory requirements before and during construction.
Perform Permit to Work audits to ensure operational safety.

Exposure to road safety risks due to interaction with untrained third-party road users.
High employee turnover and contractor changes, necessitating ongoing induction and safety training.
Physically and mentally demanding fieldwork requiring resilience and long working hours.
Qualifications, Education and Competencies
Candidate Profile
Bachelor’s degree in Engineering or Construction Management.
Minimum of 3 years’ experience in supervising construction and infrastructure projects in a fast-paced environment.
Previous experience in the petroleum or energy sector is an added advantage.
Strong knowledge of Project Management principles and standards.
Proficiency in AutoCAD, Microsoft Word, and Excel.
Valid driving license with a clean driving record.
Strong communication, organizational, and problem-solving skills.
