About Organisation:
The Government of Uganda (GoU) through the Ministry of Tourism, Wildlife and Antiquities (MTWA) and Uganda Wildlife Authority (UWA), with support from the United Nations Environment Programme (UNEP) is implementing a five (5)-year Kidepo Landscape Integrated Conservation and Development Project (KLICDP) under the Eighth cycle of the Global Environment Facility (GEF-8). The Project aims to contribute to sustainable management and conservation of biodiversity and enhanced socio-economic development in the Kidepo Landscape. The Project focuses on combating wildlife poaching, illegal trade and trafficking; minimizing human-wildlife conflicts; improving livelihoods of the people; and enhancing biodiversity conservation and management within the target landscape.
The Ministry is in the process of establishing a Project Management Unit by filling various positions to facilitate effective and efficient implementation of the project. It’s against this background that the Ministry seeks to attract competent Ugandans to fill the various vacant positions indicated below.
Job Summary:
The primary objective of the Monitoring and Evaluation (M&E) is to monitor progress on project implementation, document lessons learned and communicate project results accordingly.
The Monitoring and Evaluation will execute the monitoring and evaluation functions of the project. S/he will support all project staff and partners in monitoring progress on project implementation. S/he will particularly focus on tracking the performance of the project, provide recommendations for continuous improvement, documentation of lessons learned and the appropriate communication of project results and learning.
Duties, Roles and Responsibilities
Establishing and maintaining the M&E information management system for the Project.
Tracking the progress of the project through field-based data collection and performance review against the set targets and producing the required periodic (monthly, quarterly and annual) project progress reports highlighting achievements, lessons learnt, challenges and make appropriate recommendations.
Providing technical support to the PM, staff and other government counterparts in the areas of project planning, monitoring and evaluation, as well as impact assessment.
Operationalizing the project’s M&E plans, based on the Project Results Framework, monitor project implementation and make recommendations for adjusting the project’s Results Framework, where neccessary.
Supporting the PM to integrate the project periodic work plans (AWPs and Quarterly work plans, and reports) into MTWA work plans and reports.
Qualifications, Education and Competencies
An Honors Bachelor’s Degree in either Monitoring and Evaluation Studies, Economics, Statistics, Business Administration, Population Studies, Development Studies, or Social Sciences from a recognized University/ Institution.
Postgraduate qualifications in Project Planning and Management, Monitoring and Evaluation Studies is an added advantage
Experience
Experience in Monitoring and Evaluation is an added advantage
Knowledge and skills
Proven ability to plan, organize and effectively implement activities.
Ability to coordinate and work in teams, as well as in complex environments and the public sector.
Strong reporting, communication and advocacy skills.
Excellent written, oral and interpersonal skills.
Ability and proven experience in multi-tasking, in taking initiative and working effectively under pressure.
Knowledge of Microsoft Office and related project management or M&E software.
Understanding of UNEP/GEF functioning and reporting procedures.
