Reports To: Senior Manager – Programme Delivery
Salary: UGX 5,741,528 per month (UGX 68,898,336 annually)

The Opportunity

STIR Education is seeking a dynamic and motivated Program Lead to join its team in Uganda. Based in Kampala, this role plays a vital part in strengthening teacher motivation and classroom practice across multiple regions. You’ll collaborate with key education stakeholders, lead program delivery, and drive meaningful change at the secondary school level.

Duties, Roles and Responsibilities

Champion Teacher Motivation & System Change

  • Serve as the lead advocate for teacher intrinsic motivation in your assigned regions and districts.

  • Engage with district leadership, UNATU, DES, and ASSHU officials to align efforts towards improved classroom practices.

  • Document and share stories of impact and transformation from the field.

Build Strong Relationships with Key Stakeholders

  • Establish clear, purposeful relationships with regional and district education leaders.

  • Gain the trust of key influencers to support teacher motivation and learning.

  • Use data and evidence to demonstrate progress and deepen stakeholder engagement.

Facilitate High-Quality Training & Coaching

  • Plan and deliver impactful learning sessions for education officials and teachers.

  • Support district leaders in tailoring implementation plans that align with local systems and resources.

  • Provide ongoing coaching to empower district teams to lead and own the program.

Foster Collaboration & Peer Learning

  • Create opportunities for open, reflective learning among officials across regions.

  • Encourage a connected community of educators through networking and shared best practices.

  • Facilitate collaborative problem-solving and innovation in education leadership.

Promote STIR Values & Organisational Culture

  • Demonstrate integrity, professionalism, and a growth mindset in all areas of work.

  • Ensure alignment with STIR’s mission and values in training, communication, and relationship-building.

  • Manage resources responsibly and ensure value for money in all activities.

Data Management & Reporting

  • Collect and manage program data with accuracy and confidentiality.

  • Support the preparation of detailed progress and performance reports.

  • Collaborate with the Monitoring & Evaluation team to inform program quality and decision-making.

Qualifications, Education and Competencies

Required Skills & Competencies

  • Strong data analysis and reporting skills

  • Excellent written and verbal communication in English

  • Ability to build and influence relationships across all levels of leadership

  • Proven planning and project management capabilities

  • High attention to detail and a strong sense of accountability

  • Demonstrated ability to co-create solutions and work through others to achieve goals

  • Deep understanding of Uganda’s education system


Qualifications & Experience

  • Bachelor’s degree in Education, Social Sciences, or related humanities (Required)

  • Postgraduate qualifications in Project Planning, Education Management, or related fields (Desirable)

  • 3–5 years of experience in education programming within the NGO sector

  • Prior experience working with district education officials, secondary school head teachers, and teachers

  • Experience using data and evidence for decision-making and impact measurement

  • Strong stakeholder engagement and communication skills
