The Agency for Accelerated Regional Development (AFARD), in partnership with six implementing organizations — African Agribusiness Incubation Network (AAIN), Omia Agribusiness, Agromax, Tropical Institute of Development Innovations (TRIDI), Uganda Rural Development and Training Institute (URDT), and Gudie Leisure Farm (GLF) — and in collaboration with the Mastercard Foundation, will implement a transformative five-year program titled “Sustainable Inclusive Youth Employment Pathways (SIYEP)”.
The SIYEP program is part of the Young Africa Works Strategy and aims to tackle youth unemployment among young women in West Nile, Karamoja, Acholi, Central, and Western Uganda. The initiative targets to directly reach 258,000 young women, including 7% refugees and 5% young women with disabilities (YWWDs). The goal is to transition 90% of participants into employment, and ensure 70% secure dignified and fulfilling work.
Key interventions will include institutional capacity building, market-relevant training, skilling, incubation, and improved access to capital and markets. Implementation will engage Technical and Vocational Education and Training (TVET) institutions, local artisans, and incubation centers, working closely with both local and central government entities such as:
Ministry of Education and Sports (MoES)
Ministry of Gender, Labour and Social Development (MoGLSD)
National Council for Higher Education (NCHE)
Uganda Business and Technical Examinations Board (UBTEB)
Directorate of Industrial Training (DIT)
Uganda National Bureau of Standards (UNBS)
Uganda Registration Services Bureau (URSB)
Uganda Revenue Authority (URA)
NGOs, CBOs, and existing Young Africa Works partners

Job Description
The Program Director is responsible for the overall leadership, strategic direction, and day-to-day management of the consortium program. This includes guiding program planning, ensuring timely and quality implementation, managing budgets, reporting to stakeholders, and leading engagement with the Mastercard Foundation. The role also involves coordinating with consortium partners, government bodies, and other relevant stakeholders to ensure effective delivery and sustainability of program outcomes.

How to Apply
Program Leadership and Management
Lead strategic planning, implementation, monitoring, and learning aligned with program goals and timelines.
Maintain comprehensive work plans (annual/quarterly) aligned with objectives.
Manage program human resources and assets.
Monitor progress, evaluate performance, and recommend improvements.
Ensure effective engagement of the Program Steering Committee (PSC).
Consortium Coordination and Collaboration
Develop and implement program, partnership, and governance guidelines.
Define annual terms of reference for technical experts.
Lead reflection meetings to review progress and enhance decision-making.
Address and resolve consortium and stakeholder conflicts.
Budget and Financial Management
Oversee budgeting, expenditures, and financial compliance.
Collaborate with Finance and Fund Managers to review reports and adjust budgets.
Support audit processes.
Documentation, Reporting, and Learning
Produce regular narrative and financial reports.
Document activities, achievements, challenges, lessons, and best practices.
Risk Management
Identify implementation risks and develop mitigation plans.
Implement monitoring and learning frameworks to detect and correct deviations.
Stakeholder Engagement
Build and maintain relationships with TVETs, government agencies, private sector players, and development partners.
Represent the consortium at national and international platforms and advocate for program goals.
Master’s degree in Economics, Development Studies, Entrepreneurship, Project Management, MBA (Management), or Technical/Vocational Education.
Minimum of 5 years’ experience managing consortium-based donor-funded projects.
Demonstrated experience in youth empowerment, skills development, and market systems programs.
Knowledge of humanitarian-development-peace nexus programming and cross-cutting themes (gender, inclusion, safeguarding, etc.).
Strong leadership, communication, negotiation, and interpersonal skills.
Excellent analytical, organizational, and multitasking abilities.
Proven skills in budget management, compliance, financial reporting, and HR oversight.
Ability to work independently and in multicultural environments.
