About the Program
TechnoServe is seeking a highly strategic and experienced Program Director to lead the second phase of the Horticulture Productivity & Enterprise Development Program (HortiMAP 2.0), a 5-year initiative funded by the Embassy of the Kingdom of the Netherlands (EKN).
HortiMAP 2.0 aims to strengthen inclusive, resilient, and competitive horticulture markets in Uganda. It will build on a foundation of participatory planning to improve productivity, farmer incomes, access to finance, food safety, and sustainable market linkages for smallholder farmers, cooperatives, and agri-SMEs. The program targets 100,000 smallholder farmers and will work in coordination with other EKN-funded initiatives (e.g., FORT, INSPIRE, A-GRIP, Common Ground).
Your Role: Program Director
The Program Director will provide overall leadership, strategic direction, and operational oversight for HortiMAP 2.0. This includes technical guidance, stakeholder engagement, team management, performance monitoring, and risk mitigation.

How to Apply
Strategic Leadership & Program Oversight
Lead the overall technical, managerial, and strategic execution of HortiMAP 2.0.
Ensure alignment with EKN’s participatory, farmer-led, and supply-driven development model.
Drive the design and execution of adaptive work plans, ensuring cross-cutting integration of equity, power dynamics, and market development.
Team Management & Capacity Building
Manage senior staff including Technical Leads, MEL Manager, Finance & Operations Manager, and Regional Coordinators.
Ensure the program is fully resourced with agronomists, facilitators, and technical experts.
Foster a learning-driven, collaborative, and accountable team culture.
Stakeholder Engagement & Coordination
Serve as the primary liaison with EKN and coordinate with other implementing partners and donors.
Cultivate partnerships with private sector actors, cooperatives, financial institutions, and government stakeholders (e.g., MAAIF, local governments).
Promote inclusive value chain development through targeted partnerships and engagement strategies.
Monitoring, Learning & Adaptive Management
Lead the development and use of a responsive Monitoring, Evaluation & Learning (MEL) system.
Incorporate insights from HortiMAP 1.0, emphasizing systems thinking, equity, and sustainability.
Guide reporting, internal learning, and collaborative review processes with EKN and other partners.
Operational Oversight & Risk Management
Oversee budgeting, procurement, compliance, and reporting in line with TechnoServe and EKN standards.
Proactively identify risks and develop mitigation strategies through scenario planning and team engagement.
Basic Qualifications
Bachelor’s degree in Business, Agricultural Economics, or related field with 12+ years of experience
OR
Master’s degree with 8+ years of relevant experience
Extensive program management experience in commercial agriculture, agribusiness, market systems, or access to finance
Strong leadership experience managing multi-disciplinary teams
Preferred Qualifications
Proven experience leading large, complex horticulture or agriculture programs in Uganda or Sub-Saharan Africa
Expertise in developing and managing public-private partnerships
Skilled in market systems development (MSD) and hybrid value chain approaches
Knowledge of catalytic financing tools (e.g., matching grants, credit facilities)
Experience designing inclusive models that engage women and youth
Track record of implementing climate-smart agriculture practices
Familiarity with Dutch-funded projects and donor compliance
Experience with consumer-facing campaigns on food safety and nutrition
Languages Required
Fluency in English is mandatory
Knowledge of Luganda, Swahili, or other local languages is an advantage
Key Competencies
Strong strategic thinking and analytical skills
Excellent communication and interpersonal abilities
Proven ability to manage complex projects under tight timelines
Deep understanding of smallholder systems, agribusiness dynamics, and rural development
Ability to adapt strategy and execution using data-driven decision-making and systems thinking
Demonstrated ability to build trust and broker win-win relationships across sectors
Supervisory Responsibilities
Manage a core leadership team of 4–5 senior professionals, including technical, financial, and MEL leads
Lead a multi-disciplinary team spread across multiple regions
