Job Title: Program Director EYE-C-Program

Job Summary:
The Program Director provides overall strategic, technical, and operational leadership for the EYE-C Program, ensuring delivery of impact, compliance with donor requirements, coordination with stakeholders, and achievement of program goals focused on youth employment and transformation of Uganda’s coffee sector. This includes aligning all program components with national priorities, mobilizing partnerships, and financing, and championing the program’s role as a catalyst in the delivery of Uganda’s 20 million bags of coffee per annum by 2030 target.
Duties, Roles and Responsibilities
Strategic Leadership & Vision
Provide strategic direction and leadership for the EYE-C program. Develop and execute the overall program strategy aligned with donor priorities and national development plans.
Provide visionary leadership to promote innovation, scale, and sustainability.
Provide high-level strategic vision, overall leadership, technical direction, and management oversight for all program activities and results, especially integrating climate change adaptation programming.
Promote transformative climate change adaptation strategies to fundamentally change agricultural systems in response to climate change.
Ensure strategic alignment across thematic areas and partners.
Develop strategies to improve production practices, market access, and build sustainable agribusinesses resilient to market disruptions
Program Oversight & Delivery
Provide technical and operational oversight to ensure delivery of compliance, coordination & impact of the program goals.
Partnerships, Resourcing & Representation
Build and maintain strong, collaborative partnerships with key stakeholders (including anchor firms, implementing partners, government agencies, and other relevant organizations), fostering effective communication and maximizing program impact.

Team Management & Performance
Lead the EYE-C Program team in a manner that empowers them to add value to the organization and deliver high standards of performance.
Lead and inspire a multidisciplinary team of 70+ professionals.
Ensure effective delegation, coaching, and performance management systems.
Compliance, Risk & Governance
Effective and responsible management of all financial resources associated with the EYE-C Program, including proactive resource mobilization strategies, robust risk mitigation, and full compliance with relevant regulations and accountability requirements.
Impactful Implementation
Ensure the achievement of EYE-C program objectives by overseeing effective and timely implementation of all activities, conducting rigorous monitoring and evaluation, adapting strategies based on evidence and feedback, and maximizing the program’s overall impact.
Qualifications, Education and Competencies
Master’s degree in agriculture, Business Administration, International Development, Public Policy, Economics, ora closely related field from a recognized institution.
Additional certifications in project management (e.g., PMP, PRINCE2), MEL, or climate-smart agriculture are an added advantage.
Evidence of continued professional development and thought leadership through participation in relevant conferences, publications, or strategic advisory roles.
Experience
Minimum 12 years of progressively responsible leadership experience in large-scale development programs.
Strong experience with donor-funded projects, especially Mastercard Foundation, EU, FCDO or similar.
Deep understanding of youth employment, agricultural value chains (especially coffee), and rural development in Sub-Saharan Africa.
Proven experience managing multi-million-dollar portfolios and large, diverse teams.
Demonstrated success in resource mobilization, fundraising, and managing strategic donor relationships.
Technical Skills & Knowledge
In-depth knowledge of climate change adaptation frameworks and their relevance to sustainable coffee production, agroforestry, soil health, and water conservation practices.
Advanced skills interpreting MEL systems that incorporate real-time analytics, geospatial data, and outcome-based performance metrics.
Strong capacity for strategic planning and operational execution, including scenario modelling, cost-benefit analysis, and adaptive management approaches.
High proficiency in tools such as Power Bl, Excel, GIS platforms, and digital collaboration suites like Microsoft 365 and Slack.
Demonstrated experience in designing and institutionalizing enterprise-wide risk management systems and integrating them into program decision cycles.
Exceptional written and verbal communication skills in English, with the ability to craft compelling reports, briefs, and presentations for high-level stakeholders.
