Job Title: Procurement Officer

Job Summary:
We are looking for a dynamic, enthusiastic and highly qualified person to fill the position of Procurement Officer.
The Procurement Officer is responsible for assisting the Procurement, Admin & IT Manager in executing, implementing and managing the overall procurement and related functions for WWF Uganda. He /she will also liaise with the Field Offices to ensure effective coordination of Procurement standards and Implementation of WWF policies and procedures across all Projects.
Duties, Roles and Responsibilities
In this regard, the Procurement Officer will;
Assist with the preparation of requests for quotation, initiations to bid, requests for proposal and co-ordination of their timely dispatch by email.
Assist the Procurement, Admin & IT Manager in maintaining current up to date procurement documents and manuals.
Review requisitions for completeness and accuracy and follow up on discrepancies with the initiating department, identifying available suppliers from the list of preferred suppliers for each requisitioned item.
Route, copy and circulate quotes, bids and proposals for evaluation.
Research the pricing, obtaining quotes locally/internationally on low value items.
Coordinate with the Requestor and make sure the right information is filled in the purchase requisition.
Provide purchased materials to the responsible receiving office and perform all actions to complete the process.
Receive the approved quotation analysis and create a Purchase Order.
In coordination with Procurement, Admin & IT Manager, establish and maintain a procurement plan and ensure timely delivery of goods and services.
Assist the Procurement, Admin & IT Manager in preparation of a variety of reports, correspondence, and documents (e.g. purchase orders, contracts, quotation analysis and amendments) on procurement- related matters.
Assist the Procurement, Admin & IT Manager in the pre-qualification of suppliers as provided in the procurement policy.
Initiate the vendor enlistment process; review checklist, vendor evaluation, vendor documentation for vendor selection processes and maintain an updated Approved Vendor List (AVL).
Maintain up-to-date tracking of procurement requests and status and prepare and provide monthly updates to the Procurement, Admin & IT Manager.
Manage the interaction between vendors and internal teams to provide adequate visibility of interdependent initiatives and program activities.
Liaise with procurement vendors to review, report on and revise contractual agreements as necessary.
Track, measure, evaluate and report vendor performance for the yearly vendor deactivation and/or delisting process.
Conduct Bridger checks on all Vendors and Consultants.
In liaison with the Procurement, Admin & IT Manager, assist in coordination with the selected bidder to ensure completion of all procurement process including bid security, contract award notice and that contract documents are distributed accordingly.
Maintain and manage all procurement documents for records and Audit purposes.
Qualifications, Education and Competencies
At least a Bachelor’s degree in Supply chain management, Procurement and logistics, Accounting or Business Administration
Minimum of 3 years’ professional experience in procurement, supplies and logistics ideally with experience working with government and NGOs.
Previous work experience with international organizations involved in environmental and/or community issues.
Strong Planning and organizational skills and proven interpersonal skills, including the ability to develop and maintain strong relationships at all levels within WWF and other external stakeholders.
Ability to work within a multicultural environment.
The ideal candidate will be dynamic and responsive, able to work under pressure, and demonstrate adaptability, openness, and strong team spirit
Excellent written and oral communication skills,
Good Computer knowledge
Strong numeracy skills.
