About the Organisation
Uganda Free Zones and Export Promotions Authority (UFZEPA) is a statutory government agency established under the Free Zones (Amendment) Act No. 30 of 2024. Formed through the merger of the Uganda Free Zones Authority and the Uganda Export Promotion Board, UFZEPA operates under the supervision of the Ministry of Trade, Industry, and Cooperatives. The Authority is mandated to oversee the establishment, development, management, marketing, maintenance, supervision, and control of free zones, as well as the development, promotion, and coordination of all export-related activities in Uganda.
UFZEPA aims to stimulate foreign investment, enhance export competitiveness, create employment opportunities, and drive sustainable economic growth by providing a conducive environment for businesses. Job Description

Job Title: Procurement Officer
Salary Scale: UFZEPA - 5
Reports to: Senior Procurement Officer
Terms: Three (3) Year Contract (Renewable upon satisfactory performance)
Job Purpose: To coordinate, monitor and provide technical support in the implementation of Procurement and Disposal of Assets function for the Authority to ensure value for money.
Duties, Roles and Responsibilities
Providing technical support in the development of appropriate internal procurement and disposal of assets controls and procedure consistent with the legal and regulatory framework;
Facilitating and providing technical support on Procurement planning process, budgeting, control of public resources and, any other matter concerning Procurement and Disposal of Assets in the Authority;
Preparing the procurements and disposal bids and participate in evaluation processes;
Preparing, administering and issuing approved contracts;
Liaising with suppliers and other stakeholders to ensure timely delivery of procured products;
Following-up with User departments to provide information required for procurement planning;
Preparing Statement of Requirements (Bill of Quantities); and
Monitoring, establishing and reporting on progress in regard to contracts implementation.

Qualifications, Education and Competencies
(a) Academic Qualifications
Either:
A Honors Bachelor’s degree in either Procurement or Supply Chain Management or Bachelor of Commerce [BCOM], Bachelor of Business [BBA] with specialization in Procurement and Supply Chain Management from a recognized awarding institution.
Or:
Full professional Qualification/Membership of Procurement/Purchasing and Supply Chain Management (CIPS,ISM,CILT) from a recognised awarding institution
