Job Description
The Procurement and Disposal Officer supports the procurement and disposal processes to ensure efficient acquisition of goods, works, and services while overseeing the disposal of surplus assets. This role involves maintaining compliance with regulations, managing supplier relationships, and ensuring cost-effectiveness through accurate documentation.
Duties, Roles and Responsibilities
- Prepare and issue solicitation documents, including requests for quotations, proposals, and tenders.
- Evaluate supplier bids in collaboration with relevant stakeholders, ensuring transparency and fairness.
- Assist in contract preparation and ensure proper documentation of procurement activities.
- Identify obsolete, surplus, or unserviceable assets and prepare disposal plans.
- Ensure compliance with disposal regulations and guidelines.
- Maintain records of disposal activities for accountability and audit purposes.
- Ensure procurement and disposal processes align with organizational policies and regulatory requirements.
- Maintain accurate and up-to-date procurement and disposal records for audit readiness.
- Address non-compliance issues and recommend corrective actions.
- Liaise with suppliers to ensure timely delivery of goods and services.
- Foster strong relationships with suppliers to enhance cooperation and performance.
- Work closely with internal stakeholders to identify and address procurement needs.
- Provide guidance and support to the Procurement Assistant to ensure effective task execution.
- Monitor and evaluate the performance of the Procurement Assistant, identifying areas for development.
- Prepare and submit procurement and disposal progress reports to the Senior Procurement and Disposal Officer.
- Maintain an organized system for managing procurement and disposal records.
- Procurement activities conducted in a fair, competitive, and compliant manner.
- Timely and compliant disposal of obsolete or surplus assets, documented with detailed records.
- Well-maintained records that support audit readiness and organizational transparency.
- Strong supplier relationships, ensuring reliable and timely delivery of goods and services.
- Improved performance and effectiveness of the Procurement Assistant through supervision and guidance.
- Comprehensive procurement and disposal reports that inform decision-making and demonstrate compliance.
- Support the manager Procurement Officer – Projects in developing and executing procurement plans
- Prepare and issue procurement documents such as tenders, requests for proposals, and quotations
- Conduct bid evaluations and assist in selecting the most suitable suppliers
- Assist in the preparation and administration of project-related contracts
- Monitor contract execution to ensure suppliers meet agreed-upon terms and timelines
- Address and resolve issues related to supplier performance in collaboration with project stakeholders
- Ensure procurement processes comply with legal, regulatory, and organizational policies
- Identify potential procurement risks and recommend mitigation strategies
- Build and maintain effective relationships with suppliers and service providers
- Work closely with internal project team to understand procurement needs and priorities
- Coordinate supplier site visits and inspections where necessary
- Supervise the Procurement Assistant, providing guidance and monitoring performance
- Facilitate training and development to enhance the assistant's skills and knowledge
- Maintain accurate records of all procurement activities for audit and compliance purposes
- Prepare and submit regular progress reports to the Senior Procurement Officer – Projects.
- Timely acquisition of project-related goods, works, and services within budget and quality requirements
- Properly executed and monitored contracts that meet project timelines and objectives
- Detailed records demonstrating adherence to procurement laws, regulations, and organizational policies
- Reliable and productive partnerships with suppliers, ensuring smooth project execution
- Improved skills and efficiency of the Procurement Assistant through effective supervision and mentorship
- Organized and accessible records of procurement activities, contracts, and supplier communications.
