Procurement Advisor-Lab

Chemonics International Inc is hiring a Procurement Advisor-Lab to provide expertise in procurement and serve as a technical resource for implementing lab logistics policies, systems, goals, and procedures. The role includes monitoring the GHSC-PSM joint work plan and delivering periodic performance reports.

Program Overview

The Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Program ensures uninterrupted supplies of health commodities to support U.S. Government-funded public health initiatives, including the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI). The program provides direct procurement and supply chain management support, offering technical assistance to strengthen comprehensive supply chain systems. At the country level, GHSC-PSM focuses on:

  • Global Commodity Procurement and Logistics

  • Systems Strengthening Technical Assistance

  • Global and Local Collaboration to Improve Health Commodity Availability

Duties, Roles and Responsibilities

  • Provide procurement and logistics expertise for local and international procurement of USAID/PEPFAR-funded laboratory equipment and commodities.

  • Collaborate with MOH/Quantification Planning and Procurement Unit to perform quantifications, forecast, update supply plans, develop specifications, and procure laboratory commodities.

  • Support the Laboratory/DCP procurement team to align procurements with supply plans and achieve on-time delivery targets.

  • Achieve at least 80% on-time delivery (OTD) and on-time in full (OTIF) by managing orders from request to delivery, including:

    • Establishing and enforcing procurement policies for requisition orders (ROs) and purchase orders (POs).

    • Ensuring accuracy of delivery and financial commitments.

    • Securing necessary internal (Finance, Risk) and external (USAID) approvals.

  • Track and analyze cycle times, risks to orders, and propose solutions, communicating progress to the GHSC team and Task Order Director.

  • Liaise with GHSC-QA or FHI360 to ensure product testing and compliance with standards.

  • Monitor supplier compliance with negotiated contracts and ensure timely delivery with the Deliver/Return team.

  • Provide technical support for the Global Viral Load/EID Service Level Agreement (SLA) in Uganda by monitoring supplier performance against key performance indicators.

  • Support collection, analysis, and reporting of laboratory logistics data using national HIV/AIDS logistics tools to inform resupply, quantification, and procurement decisions.

  • Assist the central warehouse (Joint Medical Stores) with proper receipt, storage, and distribution of laboratory commodities.

  • Represent GHSC-PSM in supply chain stakeholder meetings, including Commodity Security Group, Viral Load/EID, and other technical working groups.

  • Develop and maintain a database of pre-qualified suppliers to streamline procurement processes.

  • Support the development of GHSC-PSM’s annual procurement work plan.

  • Create coaching, mentoring, and skill transfer programs to build procurement team capacity.

  • Perform additional duties as assigned by the Technical Director or their designee.

Qualifications, Education and Competencies

  • Advanced degree in Medical Laboratory Technology, Supply Chain Management, Public Health, or related field with at least 7 years of experience in health commodity procurement.

  • Minimum 5 years of experience procuring pharmaceuticals, laboratory reagents/consumables, and supplies for HIV/AIDS programs.

  • Proven experience in contract management and vendor pre-qualification.

  • Demonstrated ability to build relationships with government agencies; experience with ARTMIS is a plus.

  • Excellent interpersonal, communication, and training skills with the ability to resolve policy and operational constraints.

  • Skilled in working independently and in high-performing teams to deliver results.

  • Self-motivated with experience in managing and supervising technical staff.

  • Willingness to travel internationally and domestically as needed.

  • Strong writing and presentation skills in English.

  • Supervision: Reports directly to the Technical Director
