Job Description
The Greater Kampala Metropolitan Area (GKMA), comprising Wakiso, Mukono, and Kampala districts, faces challenges of insufficient public health facilities to meet the demands of a rapidly growing population. This has led to the proliferation of private healthcare providers, who are not consistently regulated or integrated into the national health management system.
Despite improvements in immunization coverage, gaps remain in equity, resulting in a high number of zero-dose and under-immunized children. To address this, UNICEF, in collaboration with MoH and DHOs, seeks to update the mapping of private healthcare providers to improve planning and coordination of immunization services.
The consultant will conduct data collection, develop a questionnaire, systematically visit identified private healthcare facilities, synthesize data, and produce a comprehensive report and dynamic map of private sector facilities and services.
Duties, Roles and Responsibilities
Major Tasks:
Inception and Desk Review:
Organize kick-off meetings with MoH, UNEPI, DHOs, and KCCA.
Collect, analyze, and report on existing data related to private sector health services.
Develop a provisional list of private healthcare facilities for review.
Questionnaire Development:
Collaborate with DHOs and UNICEF focal points to design a comprehensive questionnaire.
Field test the questionnaire in at least one facility.
Mapping and Data Collection:
Conduct systematic visits to identified private sector health facilities.
Gather data on immunization services, cost, and availability.
Data Synthesis and Reporting:
Produce a detailed report and dynamic map of private health facilities and their services.
Develop and disseminate findings to DHOs, MoH-UNEPI, and partners.
Submit weekly update reports and a final comprehensive report.

Qualifications, Education and Competencies
Master’s or advanced degree in Public Health, Epidemiology, Medicine, or a related field.
Minimum of 5 years of work experience in Uganda, focusing on health facility assessments and mapping.
Proven experience in mapping public and private facilities.
Experience managing a team of enumerators.
Familiarity with the Kampala Metropolitan Area and private medical providers.
Demonstrated experience in developing questionnaires and conducting key informant interviews.
Prior experience collaborating with MoH and DHOs, including KCCA.
Proficiency in creating dynamic GIS maps.
Excellent facilitation, negotiation, and communication skills (oral and written).
Strong analytical and reporting abilities.
Ability to work collaboratively and adapt to different environments.
