Job Description
EXTERNAL ADVERT NO. 1 OF OCTOBER, 2025
Applications are hereby invited from suitably qualified candidates to fill the vacant positions available at the Uganda Health Professions Assessment Board (UHPAB).
Principal Information Technology Officer (1 Post)
Reference: UHPAB/HRM/PITO/003/25
 Salary Scale: UHPAB 3
 Reports to: Manager, Information Technology and Reprographics
Job Purpose:
To provide technical leadership in managing and maintaining ICT systems at UHPAB.
Duties, Roles and Responsibilities
- Oversee ICT project planning, budgeting, and risk management. 
- Supervise, mentor, and build a competent ICT team. 
- Develop and implement ICT policies, procedures, and guidelines. 
- Manage ICT development projects and ensure system security. 
- Provide technical support for departmental systems and ensure timely project delivery. 
- Conduct regular system reviews for optimal performance. 
Qualifications, Education and Competencies
- Bachelor’s Degree (Honors) in Computer Science, Information Technology, Information Systems, Computer Engineering, Software Engineering, or Digital Media. 
- Master’s Degree in Computer Science, Information Technology, or Information Systems. 
- Relevant professional IT certifications will be an added advantage. 
Experience:
At least six (6) years of professional IT experience, with a minimum of three (3) years at a senior level in a reputable organization.
How to Apply
All applications must be submitted on Public Service Commission (PSC) Form 3, addressed to the Executive Secretary, Uganda Health Professions Assessment Board, Plot 157, Ssebowa Road, Kiwatule, P.O. Box 236, Ntinda, not later than 5:00 p.m. on Friday, 14th November, 2025.
INSTRUCTIONS
1. Application Procedure
Applicants are advised to:
a) Complete Public Service Form 3 (PSF 3) in triplicate.
b) Attach one (1) recent colored passport-size photograph to each form and include a detailed Curriculum Vitae.
c) Clearly indicate the title of the post and the reference number on the application form.
2. Required Documents
Applicants must attach certified copies of the following relevant documents:
a) Academic qualifications – Master’s Degree, Postgraduate Diploma, Bachelor’s Degree, Diploma, UACE, and UCE certificates and transcripts.
b) Certified Registration Certificates and valid Practicing Licenses (for health professionals registered with the relevant Councils).
c) Proof of specialized training and practice, where applicable.
d) National Identity Card and Current Institutional Identity Card.
e) Only submit documents relevant to the specific job requirements.
f) Applicants may also present additional relevant qualifications during the selection process.
3. Important Notes
a) Only shortlisted candidates will be contacted.
b) Shortlisted candidates will be required to present original academic and professional documents, including letters of appointment and confirmation, during the oral interview.
c) Any candidate who presents forged documents will be handed over to the Police for prosecution.
d) Applicants currently undertaking long-term training (one year or more) are not eligible to apply.
