​Uganda Railways Corporation (URC), established in 1977 following the dissolution of the East African Railways Corporation, serves as Uganda's primary railway system, reporting to the Ministry of Works and Transport.

Job Description

The Planning Officer will be responsible for conducting research, supporting the design and implementation of surveys, and monitoring the effectiveness of various projects within the corporation. This includes ensuring efficient and effective data collection, tracking progress against strategic plans, and liaising with relevant stakeholders. The role also involves providing administrative support for reporting and policy preparation for various government bodies.

Duties, Roles and Responsibilities

  • Strategic Planning and Review: Assist in socio-economic evaluations, conduct qualitative research, and participate in preparing reviews.

  • Strategic Planning Processes: Update M&E frameworks, monitor project implementation, and support the production of performance reports.

  • Stakeholder Liaison: Assist in preparing reports and policy guidelines, collect data for revenue generation, and benchmark URC processes.

  • Monitoring and Evaluation of Plans and Projects: Conduct quarterly monitoring exercises and assess progress.

  • Data Management and Planning: Manage M&E data and contribute to systems development for gathering key operational data.

  • Human Resources Management: Participate in training programs and performance management.

  • Other Assignments: Undertake additional tasks as delegated by supervisors.

Qualifications, Education and Competencies

  • Qualifications:

    • Honours Bachelor’s Degree in Economics, Statistics, Quantitative Economics, or a related field.

    • Postgraduate Diploma in Statistics, Applied Economics, M&E, or Project Planning and Management (an added advantage).

  • Experience:

    • Previous experience in strategic planning, M&E, or project management is highly desirable.

  • Skills:

    • Strong communication and presentation skills.

    • Keen attention to detail.

    • Organizational and supervisory skills.

    • Ability to work in a team and under pressure.
