Job Description
The Monitoring and Reporting Officer plays a central role in strengthening accountability, effectiveness, and learning within the Humanitarian Funding Unit (HFU). The position leads the implementation of monitoring, evaluation, and accountability frameworks to ensure compliance with standards and deliver measurable impact.
Duties, Roles and Responsibilities
- Provide strategic leadership in advancing the HFU’s commitment to accountability, impact, and compliance by ensuring the robust and consistent application of the Accountability and Integrity Tool (AIT). This includes promoting transparency, reinforcing adherence to established operational standards, and fostering a culture of results-oriented performance among implementing partners and stakeholders.
- Represent the HFU in a broad range of coordination mechanisms, including Working Groups, area-based coordination platforms, sector-specific forums, and Accountability to Affected Populations (AAP) structures. Actively contribute to discussions, influence decision-making processes, and ensure that HFU priorities and perspectives are effectively integrated into inter-agency coordination efforts.
- Identify, conceptualize, and pilot innovative and context-appropriate monitoring models and approaches aimed at strengthening oversight, improving data quality, and enhancing the overall effectiveness and efficiency of Country Fund interventions.
- Work in close collaboration with Resident Coordinator’s Office (RCO) area offices, UNHCR, and implementing partners to strategically plan and execute monitoring missions. Provide hands-on technical assistance during these missions to ensure compliance, strengthen partner capacity, and enhance programme delivery on the ground.
- Maintain continuous and proactive engagement with the broader humanitarian community by participating in joint field missions alongside HFU and OCHA field staff, fostering collaboration, information sharing, and coordinated responses to emerging humanitarian needs.
- Design, coordinate, and facilitate webinars and other knowledge-sharing platforms aimed at strengthening the technical and operational capacities of partners, while promoting the exchange of experiences, expertise, and innovative practices across the humanitarian ecosystem.
- Systematically identify, compile, and analyze localization models.
