Job Description
Job Title: Officer Procurement (Fresher Jobs)
Organisation: Uganda Communications Commission (UCC)
Duty Station: Bugolobi, Kampala, Uganda
Reports to: Senior Officer Procurement
Duties, Roles and Responsibilities
Review proposed procurements and ensure that they are adequately provided for in the annual procurement plan.
Assist in drafting bidding documents for review by the Senior Officer and Manager Procurement and Disposal Unit.
Prepare and sort approved documents for review by the evaluation team, negotiations team and contracts committee; and disseminate the documents.
Obtain copies of approved bidding documents and maintain a register of bids issued, bids received and arrange for the bid opening ceremonies.
Publicise all notices appropriately and direct all internal and external communication received by the PDU to the attention of the supervisor.
Maintain the PDU archive of records system by filing all relevant documents sequentially to ensure quick retrieval of information, ensuring the required number of copies, proper referencing of the files and locations of the same, divided under goods, works, services and as may be advised.
Maintain a link with user departments to ensure contract management reports are in place.
Maintain a register of invoices received and forwarded for payment.
Maintain and update the register of all procurement requisitions and transactions handled by the Unit.
Maintain flexibility to accommodate any other duties that may be assigned by the supervisor from time to time.
Key Result Areas
Procurement and Disposal Documents are prepared in a timely and efficient manner.
Procurement records are on file.
Government Procurement Portal (GPP) is accurate and up to date.
Maintenance of record for Contracts committee.
Updated records and database
Qualifications, Education and Competencies
Bachelor’s degree in procurement and supply chain management, business studies or related field.
A Member of profession Body (CIPS) and a registered member of Uganda Procurement Professionals of Uganda (IPPU)
Working Experience
Minimum of two (2) years relevant experience.
Skills, Knowledge and Abilities
Technical
Technical procurement skills.
Understanding of legal aspects relevant to procurement.
Efficient negotiation skills
Behavioral
Strong communication and interpersonal skills.
Integrity and ethical conduct
