Job Title: Monitoring and Evaluation Specialist – Energy and Climate Cluster

Duties, Roles and Responsibilities
The Monitoring and Evaluation Specialist will;
Compilation and presentation of the Energy and Climate programme’s M&E results.
Support selected M&E activities of the different commissions and supplementary projects.
Support GIZ’s global programmes towards achievement of this result or a collective representation of programme results as may be needed from time to time.
Specific Tasks
Cluster/ general tasks will include:
Leading the implementation, review and/or update of a results-based M&E framework and methodology for the cluster and specific projects/programmes under it.
Coordination of procurement of external M&E services.
Coordination of data collection activities in collaboration with GIZ colleagues, implementing partners and third-party service providers.
Analysis and interpretation of project data to aid information generation for producing publications on all or specific aspects of cluster-supported interventions.
Contribution and support to regular reporting to GIZ, commissioning parties and other relevant stakeholders for the programmes/projects within the cluster.
Contribution to public presentation of the cluster (and programmes/projects therein), and its results, in collaboration with the Communications Advisor.
Handling ad-hoc requests for progress data, sometimes within short deadlines.
Building the M&E capacities of colleagues and partners e.g., training staff on how to use different data collection tools within GIZ, how to use M&E reporting online platforms, how to run surveys, etc.
Advising the Management Team on the steering of the cluster, based on data-based evidence.
Making major contributions to strategic and operational planning processes of the various projects in the cluster.
Providing focused technical assistance to GIZ staff for systematic and organised actions in data collection, analysis, storage and retrieval to not only aid knowledge management, but also foster general improvement in project and organisational performance.
Supporting the different commissions and supplementary projects in the broader Energy and Climate programme in meeting the GIZ planning M&E standards and continuously keeping the different programmes/projects up to date with the same.
Programme / Project Specific tasks
Coordinate and capture WE4D and EnDev results through the respective M&E Advisors, and channel these into the overall results of the broader Energy and Climate programme.
Coordinate with lead national project officers of the supplementary projects, to capture Uganda- relevant results, for integration into the overall results of the Energy and Climate programme.
Support all programmes and projects to plan for, implement and evaluate outcomes that contribute to BMZ, EU and international M&E frameworks e.g., BMZ 2030 indicators and the European Union (EU) Module Indicator Programme Indicators (MIPS), among others.
Other Duties/Additional Tasks
Perform other duties and tasks at the request of management.
Qualifications, Education and Competencies
Bachelor’s degree in Development Economics, Statistics, Economics, Energy or related topics Statistics, or other relevant disciplines.
Details of experience
5 years of relevant professional experience in development cooperation, particularly in M&E and ideally in the context of renewable energies and energy efficiency.
Experience in writing reports for international development stakeholders.
Proven experience in coordinating and implementing data collection and analysis activities for complex projects.
Experience in working in intercultural teams.
Knowledge, skills and competences
Knowledge of basic and advanced statistical software (MS Excel, Stata, SPSS, Kobo Toolbox etc).
Capacity to work reliably and efficiently even in times of high time pressure and/or thematic complexity.
Strong willingness to learn and familiarize oneself with various complex projects quickly.
Excellent communication skills, both written and verbal.
Good presentation development and delivery skills.
Excellent data analysis skills and attention to detail.
Good working knowledge of ICT technologies and related software and computer applications (e.g., MS Office).
Innovation and willingness to apply new solutions/ideas to tackle problems.
Good working knowledge of OECD-DAC evaluation standards.
