Job Title: Monitoring, Evaluation, and Learning (MEL) Officer – Africa
Employment Type: Full-Time (One-Year Consultancy)

Position Overview
The Monitoring, Evaluation, and Learning (MEL) Officer – Africa will lead the development and implementation of MEL systems and strategies that align with Heifer’s global standards and regional program goals. This role focuses on ensuring data quality, timely reporting, performance analysis, and adaptive management across signature programs in the Africa Region.
This is a one-year consultancy position based in any of the following countries: Ethiopia, Kenya, Nigeria, Tanzania, Malawi, Senegal, Uganda, Rwanda, or Zambia.
Duties, Roles and Responsibilities
MEL Systems Design (20%)
Support country teams in developing MEL plans and using digital tools.
Contribute to MEL strategies for Rwanda and Tanzania Signature Programs.
Lead development of a regional MEL strategy, data warehouse, and dashboard.
Create a Collaborating, Learning, and Adapting (CLA) plan.
Ensure MEL systems align with organizational and donor requirements.
MEL Implementation (30%)
Provide technical guidance on logical frameworks, indicators, and data collection.
Conduct internal data quality assessments.
Support project baseline, progress, and evaluation studies.
Facilitate “Pause and Reflect” sessions to drive learning and program improvement.
Coordinate MEL challenges with the Technical Director and HQ team.
Data Management & Utilization (20%)
Ensure timely and accurate data entry into the Integrated Program Management System (IPMS).
Aggregate and analyze data regionally to inform decision-making.
Document lessons learned, best practices, and case studies.
Integrate GIS into MEL systems and support dashboard creation in Power BI.
Capacity Building (15%)
Identify MEL staff training needs and implement capacity-building plans.
Train project staff and partners on data management and reporting.
Supervise external consultants involved in surveys and evaluations.
Proposal Development Support (10%)
Contribute to project proposals, including theory of change, results frameworks, and indicator development.
Support research and evaluation activities related to new projects.
Additional Tasks (5%)
Perform other MEL-related duties as assigned by the Technical Director.
Qualifications, Education and Competencies
Minimum Requirements
Bachelor's degree in International Development, Economics, Project Planning, Statistics, or a related field.
At least 5 years of direct experience in MEL, preferably in international development.
Experience with donor-funded MEL systems and market systems development (MSD).
Proficient in Microsoft Office and statistical software (STATA, SPSS, SAS, etc.).
Experience working in diverse, multicultural teams across time zones.
Preferred Skills
Familiarity with GIS applications in MEL.
Experience designing databases and managing evaluations.
Strong analytical, communication, and team coordination skills.
