Job Description

The M&E Officer will lead the monitoring and evaluation activities for the community-strengthening component of the Uganda Urban Health Activity, collaborating closely with Living Goods project staff and consortium partners in Kampala, Wakiso, and Mukono districts. The role involves designing and implementing a comprehensive monitoring framework, developing tools and databases, conducting regular monitoring visits, analyzing data, and generating reports. Additionally, the M&E Officer will ensure the effective use of community health data to support informed decision-making at both district and health facility levels.

Duties, Roles and Responsibilities


  1. M&E Tools & Databases:

    • Contribute to updating the project’s monitoring and evaluation framework, ensuring key community health indicators are well-defined with clear targets and verification methods.

    • Develop or review data collection tools, lead field data collection, and manage data entry, cleaning, and analysis.

    • Assist in the development and maintenance of databases to capture relevant data and facilitate project learning and reporting.

  2. Monitoring and Reporting:

    • Compile and analyze data from multiple sources to report on project outcomes and outputs, providing actionable insights for program improvement.

    • Extract data from national community health information systems and analyze key indicators for reporting.

    • Support the preparation of monthly, quarterly, and annual reports for both internal and external stakeholders as required by the project manager and consortium lead.

    • Document lessons learned to guide future project implementation and promote knowledge sharing within the community health sector.

  3. Quality Assurance:

    • Conduct data quality verification audits on project data, including data from community health information systems, ensuring accuracy, consistency, and completeness.

    • Provide training to project staff on data quality assurance and control methods to address data quality issues, building the team’s capacity to maintain high data standards.

    • Monitor staff adherence to Program Standard Operating Procedures (SOPs) by conducting compliance analyses and field observations, identifying areas for improvement.

  4. Partnerships & Collaboration:

    • Collaborate effectively with consortium partners and the Living Goods project team to accomplish agreed-upon tasks and objectives.

    • Participate in partner, district, and health facility engagement meetings to advocate for data use and share updates on the community-strengthening component of the project.

    • Work with district and health facility teams to ensure CHWs and their supervisors fully adopt digital tools, enhancing quality reporting.

  5. Training & Capacity Building:

    • Collaborate with consortium partners and the Living Goods project team to complete tasks as assigned by the Senior Projects Manager.

    • Participate in meetings with partners and district or health facility teams to promote the use of data and share progress on the community-strengthening component.

    • Support district and health facility teams in guiding CHWs and supervisors on the adoption of digital tools to improve reporting quality.

Qualifications, Education and Competencies

Required Qualifications:

  • A minimum of a Bachelor’s degree in Statistics, Economics, Monitoring and Evaluation, Public Health, or a related field.

  • 5-7 years of relevant experience, with a focus on M&E in public health or community health programs.

  • Experience working on USAID-funded projects is highly desirable.


Technical Skills:

  • Advanced skills in data analysis using software such as Excel, STATA, or SPSS.

  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).

  • Experience in report writing for both internal and external audiences, including the ability to produce compelling visuals and analytics.

  • Knowledge of data extraction and analysis from national Health Management Information Systems (HMIS), including DHIS2, is required.

  • Familiarity with Uganda’s health system, particularly the community health system.

  • Knowledge of digital tools and community health information systems is an added advantage.

  • Experience in conducting data quality assurance, especially related to community health programs.

  • Ability to confidently engage with a variety of stakeholders.

  • Effective project management skills, including planning, execution, monitoring, and documentation.

  • Proficient computer skills, including Microsoft Office and internet usage.
