In-Country Finance Officer – Uganda

Job Summary:
The In-Country Finance Officer will provide comprehensive financial support to the Uganda Country Director and staff. This role entails offering strategic leadership, guidance, and day-to-day management of the finance function within the country. The officer will coordinate and support budget development, financial forecasting, and reporting, ensure timely processing of financial transactions, maintain a healthy balance sheet, support audits, and align financial processes and procedures with AGRA’s policies and standards.
Duties, Roles and Responsibilities
Develop and maintain financial analysis and reporting activities for the Uganda office.
Support the annual financial audit process through the preparation of standard and customized reports, ensuring compliance with legal and regulatory requirements.
Prepare periodic financial and account reconciliation reports in line with AGRA policies.
Identify and resolve invoicing issues, accounting discrepancies, and other financial challenges.
Coordinate the preparation and management of country budgets and forecasts in accordance with AGRA policies and donor requirements.
Maintain an updated fixed asset register and coordinate annual asset verification as per policy.
Reconcile monthly general ledger balances, invoices, and credit card statements for both country and regional operations.

Create and post finance journal entries as required.
Collaborate with the Finance and HR teams in preparing financial statements and reports.
Provide guidance to ensure proper maintenance of the general and subsidiary ledgers.
Prepare and file tax documents in a timely manner.
Organize and maintain financial records and files in accordance with AGRA policies.
Oversee payroll administration and vendor payments.
Identify opportunities to streamline and improve financial reporting and budgeting processes for operational efficiency.
Lead the management of accounts payable and receivable for the Uganda office.
Plan and manage all payments and customer invoicing within required timelines.
Qualifications, Education and Competencies
Education: Bachelor’s degree in Accounting, Finance, or a related field (required).
Desirable:
MBA in a relevant discipline.
Membership in a recognized accounting professional body (e.g., ACCA, CPA).
Technical Competencies:
Strong analytical and data analysis skills.
Understanding of auditing techniques to ensure compliance with financial regulations.
Knowledge of global, national, and government accounting standards.
