Job Description
Under the responsibility of the Contract Manager, the HSSSEQ Coordinator is responsible for managing health, safety, security, sustainability, environment, and quality objectives for the Tilenga Project. The role involves drafting and implementing ISO 9001-compliant QMS documentation and actively promoting the Contractor's Net Zero strategy.
Duties, Roles and Responsibilities
- Ensure HSSSEQ interface with COMPANY' HSSSEQ representatives.
- Maintain the high HSSSEQ level of CONTRACTOR.
- Support CONTRACT MANAGER for HSSSEQ issues.
- Coordinate HSSSEQ activities within the CONTRACT.
- Ensure implementation and strict respect for HSSSEQ policies, procedures & rules on all employees' work locations;
- Manage HSSSEQ Assistant as well as guarantee transfer knowledge for future Nationalization.
- Ensure continuous improvement of current certifications and implement other certifications as per management objectives;
- Regular site visits for collaborators coaching audits and meeting on HSE matters including HSSSEQ presentation during periodic monthly meeting on Site with COMPANY;
- Lead accident & incident investigations;
- HSEQ Audit;
- HSE Material Management;
- Ensure that collaborators are exposed as low as reasonably practicable to risks.
- Complete all ISO 9001 documentation and finalize process ownership.
- Fully Implement the QMS.
- Conduct a full internal audit cycle performed independently by the coordinator. Hold comprehensive management review meetings with data-driven inputs. Address findings and document improvement.
- Engage a pre-assessment consultant if desired.
- Schedule formal ISO 9001 certification audit.
- Ensure HSSSEQ interface with COMPANY's HSSSEQ representatives
- Prepare HSE reporting to COMPANY;
- Participate and animate HSE Part of Monthly Meetings with COMPANY;
- Respond to COMPANY request;
- Ensure that contractual requirements are applied & maintained;
- Maintain the high HSSSEQ level of CONTRACTOR;
- Follow National & International HSE regulations;
- In liaise with Regional HSEQ Manager: implement Group HSEQ instructions, campaigns & training;
- Support CONTRACT MANAGER for HSSSEQ issues;
- Advise CONTRACT MANAGER on any HSE issue;
- Alert CONTRACT MANAGER in case of deviation;
- Prepare & animate monthly HSSSEQ meeting;
- Coordinate HSEQ activities within CONTRACTOR;
- Ensure good interface between all CONTRACTOR collaborators;
- Respond to CONTRACT MANAGER on HSEQ matters & support them;
- Ensure that HSEQ Management system requirements are understood and applied by CONTRACTOR management;
- Ensure implementation of HSEQ policies, procedures & rules on all employees' work locations;
- Perform regular site visits on all work locations;
- Is pro-active if any deviation is identified;
- Ensure comprehensive return on experience (REX) as well as continuous improvement of current certifications and implement other certifications as per management objectives;
- Ensure proper follow-up of annual HSSEQ objectives;
- Ensure proper follow-up of internal Quality objectives;
- Analysis of reported anomalies;
- Sharing of Lessons learned following HSE Events on Site (HSE violation, near miss...); Regular site visits for collaborators coaching audits and meeting on HSE matters;
- In liaise with Project Manager and his/her queries, organize coaching sessions, meeting employees;
- Lead accident & incident investigations;
- Set-up investigation team;
- Technical Support to investigation team leader;
- Audit HSEQ practices on site;
- Audit HSE conditions on company work locations;
- Audit subcontractors on regular basis;
- Quality Internal processes;
- HSE Material management;
- Order PPE together with HR & Logistic Manager as per COMPANY needs and manage the stock;
- Ensure that collaborators are exposed as low as reasonably practicable to risks;
- Maintain the Occupational Risk Assessment updated and follow inherent action plan;
- Advise team on site during site visits about good work practices;
- Have the duty to stop any unsafe activity and to report to management;
- Promote the "Activity stop if unsafe" philosophy among CONTRACTOR Team.
