Job Description
On behalf of Our client in the Manufacturing Sector, we are looking for a competent and experienced HR Supervisor-
The HR Supervisor – Outsourced Manpower will oversee all HR activities related to contracted and outsourced workers supporting organizational operations. This role focuses on ensuring compliance, smooth onboarding, performance management, and positive employee relations for non-permanent staff supplied by third-party agencies, while aligning with production needs and labor regulations.
Duties, Roles and Responsibilities
- Manage relationships with manpower outsourcing agencies: vendor selection, contract negotiation, performance evaluation, and ongoing coordination.
- Oversee recruitment, onboarding, and offboarding processes for outsourced workers to meet production staffing requirements quickly and efficiently.
- Monitor attendance, timekeeping, and payroll inputs for outsourced staff in collaboration with agencies and finance teams.
- Ensure full compliance with Ugandan labor laws, health & safety regulations, and company policies for all contracted workers.
- Handle employee relations issues, grievances, and disciplinary matters involving outsourced manpower, escalating complex cases as needed.
- Track and report key metrics such as headcount, turnover rates, absenteeism, and agency performance; identify trends and recommend improvements.
- Coordinate training and induction programs tailored to outsourced staff to maintain quality and safety standards on the production floor.
- Conduct regular audits of agency invoices, worker documentation, and statutory contributions (e.g., NSSF, PAYE).
- Collaborate with production supervisors and department heads to forecast manpower needs and address staffing gaps promptly.
- Promote a positive work environment and fair treatment for outsourced workers in line with company values.
