Job Description
The Head of Training is responsible for the overall development, implementation, and oversight of all training programs within the Approved Training Organization. The Head of Training ensures that theoretical knowledge instruction, practical training, and skill assessments are effectively integrated, standardized, and continuously improved. The role includes supervision of instructors, evaluation of student progress, and the authority to conduct or delegate student proficiency checks. The Head of Training ensures that all training activities meet the regulatory standards of the Uganda Civil Aviation Authority (UCAA) and the strategic objectives of the ATO.
Duties, Roles and Responsibilities
- Ensure the integration and supervision of all theoretical and practical training programs.
- Develop and deliver training curricula that meet UCAA regulations and internal organizational standards.
- Provide the Accountable Manager with gap analyses for training resources, including facilities and personnel requirements.
- Supervise Chief Instructors and training staff, ensuring their qualifications, performance, and standardization meet regulatory and organizational requirements.
- Evaluate training effectiveness and implement improvements based on trainee feedback and assessment outcomes.
- Monitor and oversee instructor training programs to ensure competence and compliance.
- Ensure training records for instructors and trainees are accurately maintained and easily retrievable for audits.
- Submit required training documentation and reports to the Authority for approvals and oversight.
- Maintain constant surveillance of all training programs to ensure ongoing compliance and quality standards.
- Oversee the scheduling of all training activities and ensure resource optimization.
- Liaise with the UCAA regarding training program approvals, regulatory changes, and compliance requirements.
- Promote a culture of continuous improvement, standardization, and professional development within the training team.
