To integrate GIS applications into the Authority’s regulatory activities and improve quality of data used to support decisions in electricity regulation, storage, analysis and presentation of geographical information; creating and maintaining the structures necessary for GIS data storage;
Develop and maintain a GIS database to support Authority’s regulatory activities.
Conduct analysis using ESRI products such as Arclnfo, ArcGIS, ArcView, ArcGIS Server, among other GIS software applications to support Authority decisions.
Collection of geographical information; capturing the location of electrical installations of interest to the Authority using the GPS tools in the field and desk-based data capture to convert paper maps to GIS datasets.
Storage, analysis and presentation of geographical information; creating and maintaining the structures necessary for GIS data storage; manipulating, analysis, modelling and presentation or geographical information to support Authority decisions and using tools to join together different GIS datasets and create new information or investigate patterns to inform Authority decisions.
Produces complex maps to support decision making.
Liaises with stakeholders in the electricity sector on matters regarding GIS.
Advice Management on asset management risks, safe guard the power network asset inventory and from time to time update the GIS database.
Evaluate the electricity grid continuously and advice on interventions to optimize its utilization and expansion in line with government policies and plans.
Liaise with business units to define their requirements for spatial information and future development
Any other duties as may be reasonably assigned by the Supervisor or Management.

An Honors University Degree in Spatial Science discipline, Geographical Information System applications, Engineering, Surveying or Land Information.
ESRI Certifications in Tools: Tools and Functionality and Workflows and Analysis or related modules are a requirement.
Expert proficiency in the use, design and implementation of Geographical Information System, including applications using QGIS, ArcGIS and ESRI extensions, database development and maintenance, processing and integration with GIS applications, web application technologies and Map Servers.
Excellent analytical and monitoring skills.
Hands on experience of utilizing GIS in planning and monitoring electrical power networks.
Demonstrable experience in systems development using Geo-databases like MS SQL Server, MySQL, Oracle and Sun system.
Should have a minimum of three (03) years relevant working experience within the electricity supply industry
Should be below 35 years of age.
