BRAC Uganda is seeking a qualified and experienced Finance Manager – Budgeting and Reporting to lead our financial planning, budgeting, and reporting functions. Reporting directly to the Head of Finance, this role plays a key part in driving financial strategy, ensuring compliance, supporting donor relations, and enhancing financial literacy across the organization.
Duties, Roles and Responsibilities
1. Financial Planning & Budgeting
Lead the organization’s annual budgeting process, ensuring alignment with strategic objectives.
Support financial forecasting and strategic planning based on performance and industry trends.
Collaborate with department and program heads to align budgets with goals and build financial capacity among non-finance staff.
Monitor budget performance and provide regular updates to senior management and budget holders.
Support project teams in preparing and managing project-specific budgets.
2. Financial Reporting
Prepare and present accurate, timely financial reports for management, donors, and regulatory bodies.
Ensure compliance with internal policies, international financial reporting standards, and donor requirements.
Implement effective cost allocation methods in line with donor and international best practices.
Conduct monthly variance analysis between budget and actuals; identify key drivers and suggest corrective actions.
Provide financial insights to support data-driven decision-making.
Evaluate and improve financial systems/tools to enhance efficiency and data integrity.
3. Compliance & Risk Management
Ensure adherence to relevant financial regulations, including the Income Tax Act, Companies Act, and BRAC internal policies.
Implement risk management strategies to protect financial assets.
Coordinate internal and external audits and respond to audit findings with corrective measures.
4. Donor Financial Management
Work closely with program teams to ensure timely and accurate financial reporting to donors.
Ensure donor funds are utilized in accordance with agreements.
Maintain strong communication with donors, addressing financial queries and reporting requirements.
5. Team Leadership
Supervise and mentor the finance team, fostering a collaborative and high-performance work culture.
Provide training and development opportunities to enhance team skills.
Conduct bi-annual performance reviews in line with HR policies.
Safeguarding Responsibilities
Ensure a safe working environment for all team members, preventing harm, abuse, neglect, harassment, and exploitation.
Promote awareness and implementation of BRAC’s safeguarding policies.
Act as a resource and advocate for safeguarding issues, and follow proper reporting procedures for any incidents.
Qualifications, Education and Competencies
Education:
Bachelor’s degree in Finance, Accounting, Economics, or Business Administration.
Professional certification in CPA, ACCA, or equivalent (mandatory).
Postgraduate diploma in Finance, Business, or a related field is an added advantage.
Experience:
Minimum 5–7 years of progressive experience in budgeting, financial planning and analysis, and donor financial reporting—preferably within an NGO setting.
Key Skills & Competencies
Strong proficiency in budgeting, financial forecasting, and variance analysis.
In-depth understanding of financial reporting standards and donor compliance.
Experience with grant management and donor fund reporting.
Proficiency in financial management software and Microsoft Excel.
Strong communication skills for both financial and non-financial stakeholders.
High level of integrity, ethical standards, and attention to detail.
Ability to manage multiple tasks under pressure and meet deadlines.
