About the Organisation

Kabarole District is Located in Western Uganda at a road Distance of 300 km from Kampala the capital city. It has an estimated population of 318,216 (Census 2014) and a population growth rate of 2.3 per annum. The District lies at an altitude of 1300-3800 meters above sea level. It borders with Bunyangabu in the south, Kamwenge in South East, Kyenjojo in the East, Bundibugyo and Ntoroko in the Northwest and Kibaale in the North east.

The District has good climate with temperatures ranging from 20°C to 30°C and rainfall ranging from 1,200mm – 1,500 mm per annum. The District has cool temperatures averaging between 22°-25°C and has a bimodal rainfall, ranging from 1200mm – 1500mm per annum. The district has three distinct agro-ecological zones i.e. North-eastern zone, the Middle zone and the Highland (Mountain) zone. The three different zones offer different opportunities for commercial agriculture ranging from tea, dairy cattle, bananas, coffee, Apiary, and Horticulture. In addition the district is covered by rolling hills and mountains with acidic soils which have favoured tea growing. Furthermore the District is covered with good soils conducive for agriculture where geological divisions show that 90% of the district is covered with black loam (volcanic) soil while a few places especially in Busoro and parts of Hakibaale sub counties have red sandy clay loams occasionally underlain by soft laterites.

Job Description

Applications are invited from suitable qualified Ugandans to fill vacant post that exist in Kabarole District Local Government on Replacement Basis. Applications should be submitted in triplicate on Public Service Commission Form 3 (Revised 2008) to the Secretary District Service Commission, Kabarole P.O. Box 38, Fort Portal not later than 26th April 2024 at 5pm which is a closing date
Application Forms can be obtained from Public Service Commission Offices situated on 2nd Floor, Farmers House, Kampala and District Service Commission Office all over the County.

Applications should bear the title of the post clearly applied for and its reference number specified against the vacancy. Certified copies of academic certificates, transcripts, National Identify Card and a recent Passport photograph must be attached on all the three (3) Forms.
Serving Officers MUST route their applications through their Accounting Officers/Responsible Officers who should be informed of the closing date to avoid delays.

Appointment in the Public Service is based on merit and therefore lobbying and canvassing for jobs shall lead to disqualification of the applicant.

Duties and Responsibilities

  • Infrastructure Planning: Develop long-term plans and strategies for the design, construction, maintenance, and improvement of infrastructure systems within the district, including roads, bridges, water supply systems, wastewater treatment facilities, and drainage systems.

  • Project Management: Oversee engineering projects from conception to completion, including project planning, budgeting, scheduling, design, permitting, procurement, construction, quality control, and commissioning. Ensure that projects are completed on time, within budget, and to the required quality standards.

  • Engineering Design: Prepare engineering designs, drawings, specifications, and cost estimates for infrastructure projects. Coordinate with design teams, consultants, and stakeholders to develop engineering solutions that meet project objectives and regulatory requirements.

  • Construction Management: Manage construction contracts, contractors, and construction activities to ensure that projects are built according to design specifications, safety standards, and quality requirements. Conduct site inspections, monitor progress, and resolve construction issues as they arise.

  • Budgeting and Resource Allocation: Develop project budgets, cost estimates, and funding proposals. Allocate financial resources, personnel, equipment, and materials effectively to achieve project goals and priorities within budgetary constraints.

  • Regulatory Compliance: Ensure that engineering projects comply with all applicable laws, regulations, codes, standards, and permits. Obtain necessary approvals and permits from regulatory agencies and coordinate with environmental agencies to address environmental concerns and protect natural resources.

  • Risk Management: Identify potential risks and hazards associated with engineering projects, such as geotechnical hazards, environmental impacts, and safety concerns. Develop risk management plans and strategies to mitigate risks and ensure the safety of workers, the public, and the environment.

  • Community Engagement: Engage with local communities, stakeholders, and elected officials to gather input, address concerns, and build support for infrastructure projects. Communicate project updates, benefits, and impacts to the public through meetings, presentations, and outreach activities.

  • Emergency Response: Coordinate emergency response efforts during natural disasters, emergencies, or infrastructure failures within the district. Develop emergency preparedness plans, coordinate with emergency responders, and provide technical assistance to restore critical infrastructure systems.

  • Reporting and Documentation: Prepare technical reports, presentations, and documentation to communicate project status, progress, and outcomes to stakeholders, government agencies, and funding organizations. Maintain accurate records, files, and databases related to engineering projects and activities.

Qualifications and Competencies

  • Education: A bachelor's degree in civil engineering or a related field is typically required. Some employers may prefer candidates with a master's degree or professional engineering (PE) licensure.

  • Professional Licensure: District engineers may be required to obtain professional engineering licensure, which typically involves passing the Fundamentals of Engineering (FE) exam, gaining relevant work experience, and passing the Principles and Practice of Engineering (PE) exam.

  • Experience: Significant experience in engineering, preferably in civil engineering or a related field, is typically required. This may include several years of experience in engineering design, construction management, project management, or related roles.

  • Technical Skills: Strong technical skills in civil engineering principles, including structural design, transportation engineering, water resources, geotechnical engineering, and construction materials. Proficiency in engineering software and tools commonly used in design, analysis, and drafting is also important.

  • Project Management: Experience in project management, including planning, scheduling, budgeting, and resource management. District engineers should be able to oversee multiple projects simultaneously and ensure that they are completed on time, within budget, and in compliance with relevant regulations and standards.

  • Communication Skills: Excellent communication skills, both verbal and written, are essential for district engineers to effectively communicate with project stakeholders, colleagues, contractors, government agencies, and the public. They should be able to convey technical information in a clear and understandable manner.

  • Leadership and Management: Strong leadership and management skills are necessary for district engineers to lead multidisciplinary teams, supervise staff, delegate tasks, and provide guidance and direction to achieve project goals. They should be able to motivate and inspire team members to perform at their best.

  • Problem-Solving Abilities: Effective problem-solving and analytical skills are important for district engineers to identify challenges, evaluate options, and develop innovative solutions to engineering problems. They should be able to anticipate potential issues and implement strategies to mitigate risks.

  • Regulatory Compliance: Knowledge of relevant laws, regulations, codes, and standards governing engineering practices, construction activities, environmental protection, and public safety. District engineers should ensure that projects comply with all applicable regulations and obtain necessary permits and approvals.

  • Interpersonal Skills: Strong interpersonal skills are important for district engineers to build positive relationships with clients, stakeholders, government officials, and community members. They should be able to collaborate effectively with diverse groups and resolve conflicts
