About the Organisation
The Agency for Accelerated Regional Development (AFARD), in partnership with six implementing organizations — African Agribusiness Incubation Network (AAIN), Omia Agribusiness, Agromax, Tropical Institute of Development Innovations (TRIDI), Uganda Rural Development and Training Institute (URDT), and Gudie Leisure Farm (GLF) — and in collaboration with the Mastercard Foundation, will implement a transformative five-year program titled “Sustainable Inclusive Youth Employment Pathways (SIYEP)”.
The SIYEP program is part of the Young Africa Works Strategy and aims to tackle youth unemployment among young women in West Nile, Karamoja, Acholi, Central, and Western Uganda. The initiative targets to directly reach 258,000 young women, including 7% refugees and 5% young women with disabilities (YWWDs). The goal is to transition 90% of participants into employment, and ensure 70% secure dignified and fulfilling work.
Key interventions will include institutional capacity building, market-relevant training, skilling, incubation, and improved access to capital and markets. Implementation will engage Technical and Vocational Education and Training (TVET) institutions, local artisans, and incubation centers, working closely with both local and central government entities such as:
Ministry of Education and Sports (MoES)
Ministry of Gender, Labour and Social Development (MoGLSD)
National Council for Higher Education (NCHE)
Uganda Business and Technical Examinations Board (UBTEB)
Directorate of Industrial Training (DIT)
Uganda National Bureau of Standards (UNBS)
Uganda Registration Services Bureau (URSB)
Uganda Revenue Authority (URA)

Job Description
Reporting to the Technical Advisor for Youth Skilling & Workforce Development, the Disability Inclusion Specialist ensures that disability inclusion is systematically integrated into all aspects of the SIYEP program. This includes conducting assessments, developing SOPs, overseeing implementation plans, facilitating coordination among partners, and building the capacity of implementing teams. The Specialist will collaborate with consortium partners, the Mastercard Foundation, and relevant stakeholders to ensure continuous improvement, documentation of best practices, and compliance with inclusion standards.
Duties, Roles and Responsibilities
Ensure the disability inclusion partner develops an annual work plan and budget with adequate staffing for TA services.
Facilitate effective coordination between the disability inclusion partner and consortium organizations.
Participate in program planning, implementation, monitoring, and learning processes.
Collaborate with the Mastercard Foundation’s Disability Inclusion Lead to ensure high-quality TA service delivery.
Establish and maintain a disability-inclusive reporting and feedback mechanism.
Document and disseminate best practices in disability inclusion for adaptation and learning.
Prepare and submit timely reports on work package delivery.
Disability Inclusion Mainstreaming:
Conduct a comprehensive disability inclusion assessment with actionable recommendations.
Develop and roll out Disability Inclusion Standard Operating Procedures (SOPs).
Create and oversee the implementation of a Disability Inclusion Plan.
Integrate disability inclusion into training manuals, IEC materials, and MERL systems.
Develop tools in collaboration with the Foundation and consortium to track and report inclusion metrics.
Conduct and report on annual program disability inclusion audits.
Support consortium partner boards, staff, and focal persons in integrating disability inclusion into institutional policies and practices.
Qualifications, Education and Competencies
Bachelor’s degree in Social Policy, Special Needs Education, Development Studies, Education, or Management is required.
Additional training in project planning, disability inclusion, protection, or legal matters is an added advantage.
Minimum of 5 years of experience in facilitating disability inclusion in programs, especially within consortium settings.
Strong knowledge of transformative disability inclusion and protection/advocacy processes.
Experience in capacity development for local implementing partners.
Proven ability to develop operational tools (curricula, guidelines, policies) and document lessons learned.
Skilled in facilitation, communication (in English), and engaging diverse youth groups.
Familiar with participatory and youth-centered methodologies.
Demonstrated collaborative and adaptive working style in diverse teams.
Previous experience working in refugee-host communities is an asset.
Strong report writing, interpersonal, teamwork, and networking skills.
Willingness to travel frequently to remote districts in Uganda.
