Role Context
This role operates within the Cultural Engagement portfolio of the British Council’s Sub-Saharan Africa (SSA) region, encompassing Arts, Education, English, and Research. The British Council has maintained a presence in Sudan since 1947. Since the 2023 conflict, staff have operated remotely from countries like Uganda and Egypt, continuing impactful programming through local partners and grassroots organisations.
As Director – Partnerships and Programmes, you will play a critical role in driving the British Council’s ambition to re-establish a self-sustaining education and youth employability portfolio in Sudan. You will also lead a dispersed team and work alongside senior leadership to ensure strategic delivery, stakeholder engagement, and programme continuity.

How to Apply
Strategic Leadership
Lead the development, delivery, and evaluation of British Council programmes in Sudan.
Align programme activities with regional/global strategic priorities.
Serve as a key member of the Sudan Country Leadership team, deputising for the Country Director as needed.
Foster a high-performing, collaborative team culture across Sudan, Uganda, and Egypt.
Stakeholder & Partnership Management
Build and manage relationships with government bodies, multilateral agencies, donors, and grassroots organisations.
Represent the British Council in forums like the Local Education Group (LEG) involved with the Global Partnership for Education (GPE).
Position the British Council as a trusted and expert education partner.
Programme & Portfolio Oversight
Lead the Sudan Cultural Engagement portfolio, including donor-funded initiatives.
Ensure all programmes meet British Council standards in quality, safeguarding, and inclusion.
Oversee programme management, reporting, and impact measurement (M&E).
Host regular programme team meetings to monitor deliverables and risk.
Business Development
Identify and pursue new funding and partnership opportunities.
Lead or support technical bid writing and proposal development.
Ensure alignment with global strategy and inclusion policies (EDI and gender transformative programming).
Team & Financial Management
Manage a team of two managers and two coordinators focused on English, School Education, and Youth Employability.
Develop staffing plans and ensure team performance aligns with programme outcomes.
Monitor and report on programme budgets, income, and expenditure.
Support financial audits and ensure compliance with donor and internal policies.
Sector Expertise
Provide thought leadership in English language education, TVET, and youth employability.
Contribute to research, policy discussions, and international forums.
Support inclusive education initiatives in line with British Council standards.
Essential
Bachelor’s degree in a relevant field (e.g. Education, Development, International Relations).
5–10 years of experience in partnerships and programme management.
Proven track record delivering externally funded programmes of at least £2 million.
Experience developing programme proposals and engaging with donors or multilateral agencies.
Strong stakeholder management and leadership of geographically dispersed teams.
Demonstrated experience incorporating monitoring, evaluation, and learning (MEL) into programme delivery.
Desirable
Postgraduate degree or professional qualifications in ELT, Education, or Development.
TEFL-Q or equivalent diploma-level English teaching qualification.
Experience managing teacher education and/or online learning programmes.
Published or presented work in international education conferences.
