Position Summary
CNOOC Uganda is seeking a highly experienced Deputy HOD for the Kingfisher District to oversee on-site oilfield operations, safety, production, and facility management. Reporting directly to the Vice President, the successful candidate will serve as the company’s top on-site representative, responsible for ensuring efficient, safe, and compliant operations across the district.
Duties, Roles and Responsibilities
Act as the official on-site representative of CNOOC Uganda for all oilfield operations in the Kingfisher District.
Lead all aspects of oilfield safety, production, equipment, and facility management.
Report critical operational and safety issues to the Vice President and the D&P Manager.
Oversee pre-production planning during the project phase.
Participate in engineering reviews, audits, and provide expert input throughout design, construction, and pre-commissioning stages.
Supervise and execute new oilfield commissioning, start-up, and handover activities.
Address and resolve any outstanding technical issues from the Engineering Team.
Serve as the chief on-site emergency commander, responsible for coordinating resources and leading emergency drills and responses.
Report all emergencies to Kampala HQ and implement emergency response instructions without delay.
Develop and implement annual work plans and ensure the achievement of safe production targets.
Coordinate with engineering teams to develop and monitor annual CAPEX/OPEX budgets.
Lead the development, review, and implementation of oilfield management policies and procedures in alignment with CNOOC standards.
Ensure asset integrity through proactive equipment and facility management.
Optimize on-site resource allocation and utilization to maximize operational efficiency.
Oversee contractor operations including accommodation, communication, medical services, and general welfare.
Manage and improve contractor service quality and cost-effectiveness.
Lead training and career development initiatives for national staff working on-site.
Qualifications, Education and Competencies
Education: Bachelor’s degree in Petroleum Engineering, Maintenance, Operations Management, or a related field.
Experience:
10–15 years in oil and gas production operations
Minimum of 6 years in an oilfield on-site management or supervisory role
Key Competencies
In-depth knowledge of oil and gas field development and production management
Strong expertise in equipment handling, operational safety, and QHSE compliance
Deep understanding of international petroleum regulations, standards, and laws
Proven leadership in emergency response and field operations coordination
Strategic thinking, planning, and execution of large-scale oilfield programs
Strong communication, stakeholder coordination, and team management skills
