Job Description
To provide customs declaration brokerage services and ensure maintenance of production lead times in conjunction with the head customs declarations.
Duties, Roles and Responsibilities
Procedures and guidelines
- Participates in reviewing and development of procedures and processes for clearing of imports and exports.
- Liaises with various sections in Commercial, Projects, Oil & Gas, Aid & Relief, Exports and Container Tracking sections to plan and effect goods clearance processes
- Ensure that other legal and safety requirements in respect of company’s cargo, equipment and staff are met
- Ensures safety of all staff, Cargo and Environment is NOT compromised
Declaration and Computation of Taxes
- Receives allocated files for accurate declaration
- Calculates the taxes i.e., customs duties, excise duties where applicable and VAT
- Prints and email the worksheet to the CRE for approval and captures entries for payment of taxes by the client
- Enters above data into the declaration form and follows up for release and advise either ICD or port authorities to load out
- Prepares and processes import/export documents and other forms on behalf of the client according to customs rules and regulation
- Prints out the customs entry for the client or his representative
- Hands over the printed customs entry to the CRE for payment of taxes and duties
- Emails released entries and presents a copy to the ICD section and the CREs for release of cargo
- Submits written requests/inquiry letters to URA Commissioners at CBC and URA Towers seeking for solutions to help in clearing of the importer’s cargo, obtains feedback of the same letters and report findings/solutions to the head of customs brokerage
- Addresses queries from both URA and clients regarding the declaration documents and entries that are processed on behalf of Fracht Uganda including post clearance audit findings.
- Reviews allocated files from HOD
- Supports the Bonds section to follow up customs bonds together with insurance certificates to ensure that goods are properly bonded with full documentation and retiring of the bonds upon ex warehousing or re-export
- Follows up and ensures that log-books for imported vehicles are processed and issued
Staff monitoring, development and on-job training
- Ensures that follow up with customs is done to process documents to ensure that cargo is released on time
- Participates and ensures smooth and continuous operations by coordinating activities of customs brokerage with other sections, department and offices
Liaison with Clients
- Informing the CRE in case of any changes in customs rates, rules or regulation
- Bonds
- Support Bonds team in preparing CB10/status/ monitoring, t1status overdue to management, electronic seal monitoring reports.
Reporting
- Prepares reports for submission to Head of Customs declaration on matters concerning customs brokerage and declaration
- Forwards queries he cannot answer to the Head Customs Brokerage for possible action
- Updates Cargo tracking system as and when new information comes in
- Responsibility for assigned adhoc duties
- Performs any other duties that may from time to time be assigned by immediate supervisors.
