Job Description

This consultancy falls under the Immigration and Border Governance unit, under the project titled: “Strengthening Cross‑Border Cooperation, Stabilization, and Resilience of Borderland Areas between the Democratic Republic of the Congo and the Republic of Uganda.”

The objective of this consultancy is to strengthen the capacity of Ugandan border officials to detect, identify, and respond to potential security threats through an improved understanding of counter‑terrorism principles, behavioral profiling, and effective interviewing techniques.

Duties, Roles and Responsibilities

  • Tasks to be performed under this contract

a. Scope of Work (Tasks)

  • Design a tailored training curriculum and detailed agenda.
  • Develop training materials including slides, handouts, participant guides, and facilitator notes.
  • Deliver one or two full‑day workshops (at least 8 hours each).
  • Develop and administer pre‑ and post‑training assessments.
  • Facilitate feedback collection.
  • Prepare a final training report.

Deliverables

  • Training curriculum and agenda.
  • Training materials.
  • Delivery of workshops.
  • Pre‑ and post‑training assessments.
  • Final training report.

c. Timeline

  • Preparation: January 2026.
  • Delivery: January–February 2026.
  • Final report within 7 days.

d. Reporting Lines

  • The consultant will report to the National Programme Officer (IBG).
  • Performance indicators for the evaluation of results
  • High‑quality materials submitted on time.
  • Effective facilitation.
  • Clear improvements in assessments.
  • Strong final training report.
