Baylor College of Medicine Children’s Foundation-Uganda (Baylor – Uganda) is a child health, not – for – profit NGO committed to delivering high quality, high impact and highly ethical paediatrics and family HIV&AIDS prevention, care and treatment services, health professional training and clinical research in Uganda. It is affiliated to Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI) based at Texas Children’s Hospital in Houston, Texas, USA. It emerged from a technical capacity building support and partnership between BIPAI, Mulago Hospital Paediatric Infectious Diseases clinic (PIDC) and Makerere University Department of Paediatrics and Child health in August 2003. PIDC existed since 1988 as a Mulago hospital clinic offering Paediatric HIV&AIDS services. In November 2004, PIDC was officially initiated into the BIPAI network at their annual networking meeting in Gaborone, Botswana. In 2005, BIPAI signed memoranda of understanding with Ministry of Health, Mulago Hospital and Makerere University Department of Paediatrics and child health to support the expansion of paediatric and adolescent HIV services in Uganda. It was then that Baylor College of Medicine Children’s Foundation – Uganda (Baylor – Uganda) was formed and registered as a Non-Government Organization.

Job Description
CLM Officer will be responsible for Supporting, training and monitoring CBOs/service users to collect, collate, analyse data about health service delivery at selected Health facilities in a district and use this data to provide feedback at different layers like the community itself, the health facility team and the district leadership among others with the aim of advocating for improvements in service delivery in Malaria, Tuberculosis, HIV among others.
Community Based Organisations / service users will collect accurate, robust and rigorous qualitative and quantitative data that include observational data, client exit interview, focus group discussions and get the perspectives of both healthcare users as well as healthcare providers.
Using the data collected, CLM officers will support CBO/service users to engage with primary healthcare facility staff, clinic committees and other key stakeholders in order to advocate for improved service delivery and track progress in service delivery.
Duties and Responsibilities
Coordinating and overseeing the CLM initiative at health service delivery sites.
Managing relationships, partnerships, policy, and advocacy efforts within the context of CLM and health service delivery.
Monitoring and evaluating CLM activities in the project under his/her portfolio.
Facilitating CLM knowledge management and sharing.
Monitor the implementation of the activities by the CBOs/CLM monitors and provide technical guidance to them as required.
Coordinate the preparation of reports in a timely manner.
Contribute to the preparation of relevant meetings and ensure that recommendations are addressed.

Qualifications and Competencies
Minimum bachelor’s degree: Statistics, Quantitative Economics, Development Studies, Social Sciences or Public Health.
Other certificates, diplomas in M&E, Project Planning & Management will be an added advantage.
Experience in community data collection /Research is of added advantage
Demonstrable experience in organising, advocacy and/or mobilisation at a community level;
Knowledge and experience in participation in health-related programs-HIV, TB, Malaria
Appreciation and substantial knowledge in community engagement, human rights, gender consideration and programming
Comfortable working with or willingness to learn to use new technologies and data bases;
Self-motivated and able to work without direct supervision
Good written and verbal communication skills
Able & willing to travel frequently within the region and at times across the country;
Fluency in the local language in a region will be an added advantage.
