​Uganda Railways Corporation (URC), established in 1977 following the dissolution of the East African Railways Corporation, serves as Uganda's primary railway system, reporting to the Ministry of Works and Transport.

The corporation's mission is to establish and manage reliable, efficient, and safe railway and marine transport services in East Africa to foster sustainable economic and social development. URC oversees a network spanning approximately 1,266 kilometers, including operational sections like the Malaba–Jinja–Kampala main line (251 km), and lines connecting Kampala to Port Bell and Nalukolongo. Despite historical challenges such as civil unrest and infrastructure degradation, URC has made significant strides in revamping services, notably relaunching cargo operations to Tanzania's Port of Dar es Salaam after a decade-long hiatus.

Job Description

  • The Chief Engineer will assist the Principal Mechanical Engineer in managing the marine staff and operations.

  • Develop and implement strategic plans for marine operations, aligning with the corporation's master plan.

  • Identify manpower needs for marine operations and provide recommendations to management.

  • Control port production using performance indicators and policy techniques for planning.

  • Supervise and evaluate junior staff performance, providing reports to management.

  • Ensure compliance with marine safety standards, security protocols, and environmental sanitation of ports.

  • Collaborate with regional agencies, including customs, immigration, and security, to maintain well-coordinated port operations.

  • Perform Port State Control duties in line with IMO requirements.

  • Supervise maintenance, inventory, and training of engineering staff.

  • Monitor the usage and concession of marine assets.

  • Perform any other related duties as assigned by the supervisors.

  • Assist the Principal Mechanical Engineer in managing marine staff.

Qualifications, Education and Competencies

  • A diploma in Mechanical Engineering or an equivalent qualification from a recognized university.

  • Valid certification from institutions recognized by the International Maritime Organization (IMO) in various safety, medical, and operational certifications, including a Certificate of Competence Class II or Master for vessels between 750 kW and 3000 kW.

  • Honors Bachelor’s Degree in Engineering or a related maritime field is an added advantage.

  • Registration and membership with the Uganda Institute of Professional Engineers (UIPE) is an added advantage.

  • At least 6 years of work experience with vessels ranging from 500 to 3000 gross tonnage.

  • Proficiency in Microsoft Access, Excel, Word, and PowerPoint.

  • Ability to work under pressure and in diverse environments.

  • Good communication and leadership skills.

  • Strong organizational and supervisory skills.
