Job Description
Job Title: Chief Engineer – Marine On Board (Re-advertised)
Organisation: Uganda Railways Corporation (URC)
Duty Station: Kampala, Uganda
Job Summary:
Responsible to the Engine room of vessel, tools and supervises all engineering crew onboard and off board team including Pier Clerks, Assistant Pier Clerks, Tag men, and Crane Operators.
Duties, Roles and Responsibilities
Assists the Principal Mechanical Engineer Operation to manage the staff of Marine
Administrative head of the Engineering Section of the vessel.
In line with the master plan of the corporation, develops and implements strategic marine operations and development plans.
Identifies Manpower needs for Marine and advises URC management on matters relating to Manpower Policy and strategic marine development Plans.
Examines the control of Port Production through elaborate performance indicators and policy techniques for planning and advises management accordingly.
Manages Ports, Supervises and evaluates performance of junior staff, compiles reports and regularly reports to management.
Complies with Marine Safety standards, Security and Environmental sanitation of Ports.
Liaises with foreign Agencies like Ports of Kenya and Tanzania, Regional organizations and stake holders like customs, security, and immigration to maintain well-coordinated Operations of Ports and Regional initiatives.
In line with the IMO requirements, carries out Port State Control duties on behalf of the government of Uganda.
Supervises the maintenance, works, inventory taking, voyage records, certifications and training of engineering staff.
Monitors concession of marine activities and usage of core and non core Marine assets of the Corporation.
Carries out any other corporation related duties as may be assigned by the Supervisors.
Qualifications, Education and Competencies
At least diploma from a recognized University in Mechanical Engineering or equivalent,
Must possess valid certification from Institutions recognized by International Maritime Organization on the following ; Must possess Certificate of
Competence Class II or Master of ship between 750 kw and 3000 kw, Proficiency in Survival Craft, Advanced Fire Fighting, Medical First Aid, Ship Security Officer, Engine Room Resource Management Leadership and Team Work Skills, High Voltage Operational Basic Fire Fighting, Personal Safety and Social Responsibility, Personal Survival Technique, Elementary First Aid, Ship Awareness Training (SAT), Proficiency in Survival Craft and Rescue Boat (PSCCRD), Medical Fitness Certificate and Engine Rating from recognized Institution.
An honors Bachelors University Degree in Engineering from a reputably recognized University or Maritime Institution is an added advantage.
Registration & Membership of Uganda Institute of Professional Engineers (UIPE) is an added advantage.
At least 6 years of work experience in vessels between 500 to 3000 gross tonnage.
Skills in Computer applications particularly; Microsoft Access, Excel, Word Processing and PowerPoint.
Capable of working under pressure
Ability to work with people of diverse cultural /ethnic settings, gender, and beliefs
Knowledge & Skills:
Team player,
Good communication skills,
Must be keen on details,
Works in organized manner.
Good Supervisor,
Strict on time-keeping.
