Advisor – Strengthening Health Systems, BACKUP Health Job at GIZ Uganda

Job Description
On behalf of the Federal Ministry of Economic Cooperation and Development (BMZ), the Global Programme for BACKUP Health aims to improve the efficiency of globally financed health services and products in selected partner countries, particularly for HIV, TB, and malaria (HTM) measures. This takes the form of
(i) the identification of financing options for the integration of HTM into general health systems,
(ii) the bundling of disease-specific health services in integrated HTM approaches and their integration into general (especially primary) health care, and
(iii) an improvement in the conditions for the local production of HTM-relevant health products in Africa.
The project is highly relevant in the light of the overall decline in global health funding and the pressure on partner countries to use all available resources more efficiently and strategically.
A new phase of BACKUP began on 01.01.2026 until 31.12.2028, with expanded operations in eight countries in Africa and Central Asia.
GIZ is recruiting an Advisor- strengthening Health System with experience in the field of health financing with good knowledge of Global Health Initiatives, particularly the Global Fund for HIV, TB, and Malaria, to support operations of the programme in-country.
Duties, Roles and Responsibilities
The Advisor will be responsible for.
- Provide strategic advice and capacity development on health systems topics in the context of GFATM grant development and implementation to BACKUP’s national partners.
- Assess options for the bundling of disease-specific health services in integrated HTM approaches and their integration into general (especially primary) health care, involving relevant national stakeholders and based on in-depth knowledge of gaps, needs, and the country’s stakeholder landscape.
- Analyse and incorporate cross cutting themes such as community, rights and gender related to the interventions.
- Keep track of developments of global financing mechanisms in the country besides the GFATM, such as GFF and Gavi, WHO and WB
- Ensure the identification, planning, and delivery of high-quality technical interventions to partner institutions through consultants, service contracts, or grants, in line with the project goals and working towards its indicators, promoting integrated and sustainable approaches.
- Engage in relevant networks, exchange platforms and technical working groups geared towards aligning national health systems strengthening activities.
- Engage in the coordination and monitoring of BACKUP’s activities within the framework of the global programme (module offer, indicators and M&E, communications, and knowledge management and other).
- Coordinate closely with the GIZ country office, the other countries supported by the BACKUP Health programme, as well as the Global Fund country team for Uganda.
Specific Tasks
- The Advisor performs the following specific tasks:
- Technical advice:
- Lead the technical implementation of the BACKUP project in Uganda.
- Identify technical assistance (TA) needs and opportunities
- Offer advice on potential TA activities aligned with national priorities, project strategies, and partner needs, with a focus on cross-cutting themes such as community, rights, and gender.
- Management and Coordination:
- Engage in the coordination and monitoring of BACKUP’s activities within the framework of the global programme (module offer, indicators and M&E, communications, and knowledge management and other).
- Coordinate closely with the GIZ country office, the other countries supported by the BACKUP Health programme, as well as the Global Fund country team for Uganda.
- Communication and Networking:
- Represent BACKUP Health in national meetings; foster partnerships and linkages among key stakeholders involved in Global Fund, disease-specific interventions, health system actors and other Global Health Initiatives
- Coordinate BACKUP health communication efforts for public relations through national, regional, and global publication of project outcomes.
- Other Duties/Additional Tasks
- Perform other duties and tasks at the request of management.
