Job Description
Position Title: Business Support Assistant (Cash-Based Transfers) – 2 Positions
Duty Station: Arua and Kampala, Uganda
Organization: World Food Programme (WFP)
Duties, Roles and Responsibilities
Support the Crisis Response Unit (CRU) in delivering food and nutrition assistance to refugees and vulnerable host communities through Cash-Based Transfers (CBT).
Assist in the implementation of strategic CBT initiatives under the CRU, ensuring programme assurance and adherence to implementation processes.
Facilitate stakeholder sensitization and awareness activities related to CBT; support capacity building for WFP staff and partners.
Contribute to monthly financial reconciliations and accountability processes across CBT programme interventions.
Support CBT operations during all distribution phases—pre, during, and post—including monitoring and reporting.
Assist in Financial Service Provider (FSP) invoice processing, including review, analysis, and collaboration with the Finance Unit to ensure timely payments.
Monitor CBT programme pipelines and fund consumption to ensure effective and efficient resource utilization.
Compile, analyze, and report CBT activity data from WFP implementing and cooperating partners; prepare routine and ad hoc reports.
Support implementation of CBT activities across various WFP operational locations.
Assist in donor proposal development, report writing, and production of unit fact sheets and standard reports.
Participate in internal and external coordination meetings, as required.
Perform any other duties as assigned.
Expected Deliverables
By the end of the contract, the following should be achieved:
Timely documentation of CBT activities across all phases of distribution under CRU interventions.
Up-to-date monthly CBT performance reports covering assistance and distributions.
Accurate and completed monthly CBT reconciliations and accountabilities across interventions.
Finalized and analyzed FSP payment reports with timely submission and dissemination.
Monitored CBT pipelines and fund usage, ensuring effective resource management.
Successful execution of CBT programme strategies and support for implementation.
Field missions conducted for programme monitoring, stakeholder engagement, and awareness creation.
Qualifications, Education and Competencies
Education:
Completion of secondary school education.
Post-secondary training in Development Studies, Accounting, Business Management, Economics, Statistics, or Management Information Systems from a recognized institution.
Experience:
Minimum of 4 years of relevant work experience in:
Accountancy, audit, and reconciliation
Humanitarian or development programme implementation
Donor proposal/report writing and coordination
Awareness creation and stakeholder engagement
Data consolidation from multiple sources
Knowledge & Skills
Proficient in Microsoft Word, Excel, PowerPoint, and Access.
Strong skills in statistical analysis, accounting, and reconciliation.
Experience in project/programme management, especially in humanitarian or development contexts.
Understanding of food assistance programme modalities, assessments, and implementation processes.
Solid grasp of technical concepts and data relevant to CBT programming.
Excellent analytical, communication, and report writing skills.
Strong interpersonal skills and cultural sensitivity.
Ability to work independently, in teams, and under pressure to meet deadlines.
Language Requirements
Fluency in English (both oral and written) is required.
Knowledge of local languages is an added advantage.
