Job Description

The Senior Program Manager (SPM) supports the Mental Health Program’s Global Behavioral Health pillar, focusing primarily on the coordination, implementation, monitoring, and evaluation of the organization’s program activities in Uganda. Reporting to the Country Representative, the SPM contributes to the design and implementation of mental health programming, as well as its evidence generation and dissemination. The SPM plays a central role in ensuring coordination and synergies across mental health stakeholders in Uganda and internally across teams and departments within the organization.  The SPM will lead the implementation of extensive training initiatives to develop the mental health workforce to enhance screening, referral, and treatment services. Additionally, the role involves supporting the creation and advocacy of human-rights-centered mental health policies. It also focuses on mobilizing peer groups with lived mental health experience to spearhead efforts in addressing mental health stigma and increasing awareness through psychoeducation. The SPM will work closely with country and Atlanta staff, government leaders, external experts, and consultants to ensure the organization's objectives and mission are achieved. This position is based in Kampala, Uganda, with up to 30% travel time to within Uganda and some international travel.

Duties, Roles and Responsibilities

Key Responsibilities

Program Management:          

Manages the implementation, monitoring, and evaluation of TCC mental health program activities in Uganda.

Contributes to the development of short and long-term program goals and objectives by analyzing program strengths, weaknesses, opportunities, and constraints and making recommendations to MHP leadership. Works with all relevant TCC staff and external partners to accomplish the goals and objectives of approved projects.


Program Design, Implementation, & Leadership:

Contributes to the development, planning, and implementation of program activities. Drafts and contributes to program proposals, work plans and reports, and evaluations of activities in collaboration with Country

Representative and Atlanta-based Senior/Associate Directors. Develops field activity plans for the implementation of community-directed interventions.


Budget Management:

Develops and manages national/sub-national program budgets, including budget drafting, tracking spending, and spending projections, ensuring consistency with TCC policies and procedures and other donor-specific requirements.

Contributes to annual budget and budget narrative preparation. Assists the Country Representative in preparation of monthly, quarterly, and annual reports in liaison with the Senior Data Manager and Senior Administrator.


Fundraising:

Develops and writes project proposals, as well as narrative reports to donors working closely with country office staff, Sr/Associate Directors, and Programs Development colleagues.


Liaison & Representation:

Represents the Mental Health Program activities both internally and externally, including with Ministry of Health, partnering organizations, experts, consultants, donors, and guests in Uganda. Attends and presents at relevant meetings, and conferences, as assigned by the Country Representative and Sr/Associate Directors of the Mental

Health Program. May attend a variety of events and sustain regular communication with key government policymakers and civil society contacts to help cultivate relationships for ongoing work.


Supervision:

May supervise interns and graduate assistants as well as consultants working on assigned program activities.

Participates in recruitment for these positions.


Records Keeping:

Maintains up-to-date storage and organization of program and project- related files and data, using assigned data management system.


Communications:

Writes and edits speeches, briefings, publicity materials, specialized reports, and confidential correspondence.

Responds to written inquiries in collaboration with appropriate Carter Center Offices.


Research, Monitoring, & Evaluation:

Monitors mental health programming and interventions at all relevant levels (district, sub-county, parish, and community). Supports design of research, facilitates and manages IRB submission, monitors the progress of research activities, and carries out necessary reporting with oversight from Country Representative and Sr/Associate Directors. Collaborates with the Senior Data Manager to develop and revise research tools for systematic monitoring of the program.


Policies & Procedures:

Assists Country Representative in establishing and implementing program policies. Seeks input and recommendations from staff on ways to improve operations


Professional Development:

Maintains professional growth and development of self by identifying educational/training programs, professional organizations, activities and resources to maintain knowledge of global trends and expertise.


Country Office Support:

Provides support to country teams on program implementation, including assisting country office staff in developing work plans, budgeting, monitoring and evaluation, and risk analysis. Provides procurement and logistics support.


Contracts:

Assists in developing terms of reference and recruiting experts appropriate for deliverables. Develops contracts for country office staff, updated annually or at time of hire. Supports onboarding of new staff.


Data Analysis:

Provides support to data analytics and management in support and collaboration with the Senior Data Manager and

Associate Directors as well as other global mental health operational research and evaluation.


Other: Performs related responsibilities as needed.

Specialized Knowledge, Skills, Attributes: 

  • Fluent in written and spoken English.

  • Strong verbal and written communication skills to convey complex information clearly and effectively.

  • Quantitative data analysis and language skills are desirable.

  • Proficient in using Microsoft Teams, Outlook, Excel, SharePoint, and Word.

  • At least 3-5 years of experience working with governmental health ministries, civil society organizations, international health organizations, community health organizations, and/or local health teams.

  • Demonstrated track record in program design and implementation.

  • Experience engaging with diverse populations and global partners; ability to practice strong cultural humility, grounded by an understanding of the cultural, social, and economic factors influencing mental health.

Qualifications, Education and Competencies

Minimum Qualifications:

Master's degree in public health or a relevant field with an emphasis on mental health/psychology, health systems management, community psychology, and other relevant areas and six (6) years of relevant work experience

OR combination of work and experience.
