URA Transitions from TIN to NIN for Tax Identification

The Uganda Revenue Authority (URA) has officially launched its annual tax return filing season with a groundbreaking reform — the transition from TIN (Tax Identification Number) to NIN (National Identification Number). This is aimed at simplifying tax compliance and creating a unified digital identity for all citizens.
Under this reform, Ugandans will soon use their NIN as their official tax identifier, replacing the long-standing TIN system. This development, enacted under the Tax Procedures Amendment Bill, is part of the government’s wider effort to streamline public service delivery and boost tax compliance nationwide.

In a statement shared via URA’s official social media channels under the #LearnTaxUg campaign, the authority confirmed:
“Soon and very soon, your NIN will be your TIN.”
This NIN–TIN integration means citizens will now use a single identification number — their NIN — for all transactions, including tax payments, license applications, and government service registrations. The initiative eliminates duplication and ensures seamless access to both tax and non-tax services through one digital platform.
Businesses registered under the Uganda Registration Services Bureau (URSB) will also see similar changes — their URSB registration numbers will now serve as their official tax identifiers.
According to URA officials, the transition from TIN to NIN will:
Eliminate duplicate taxpayer records
Simplify compliance for individuals and companies
Enhance access to payments, licenses, and registrations
Strengthen transparency and reduce tax evasion
The change is part of Uganda’s long-term goal to build a fully digital economy under Vision 2040, promoting integration across all government systems.

The URA also reminded taxpayers that the annual return filing season is now open and encouraged everyone to file early.
“Being tax compliant comes with smiles and handshakes from the taxman. File and pay your tax returns today before the deadline. We listen, we don’t judge – all you have to do is file and pay your taxes before the 15th of every month,” URA said.
This campaign is part of the authority’s ongoing mission to make tax compliance in Uganda more user-friendly and transparent.
Alongside the NIN–TIN integration, URA announced a three-year income tax exemption for startups.
Under the new reform, businesses registered after July 1, 2025, with capital not exceeding UGX 500 million, will enjoy this exemption as part of efforts to encourage innovation and entrepreneurship in Uganda’s growing digital economy.
The transition from TIN to NIN is one of the most significant administrative reforms in Uganda’s tax history. By merging the two systems, URA is paving the way for a smarter, more efficient, and transparent tax ecosystem.
This digital shift supports the Government of Uganda’s Vision 2040, which aims to create a modern economy powered by technology, efficiency, and accountability.
The TIN has been a cornerstone of Uganda’s tax system for decades, but with the new NIN–TIN integration, the future is digital — simpler, faster, and smarter for every Ugandan taxpayer.
