Job Description

Job Title:   WASH Technical Officer

Organisation: Humanity & Inclusion (Handicap International)

Duty Station:  Kasese, Uganda

Reports to: Project Supervisor

Location: Kampala with frequent travel to the field, Uganda

Gross salary range: Ugx. 4,428,766 to Ugx. 4,930,933 depending on level of experience.

Length of Contract: 04 months renewable subject to availability of funds and individual performance.

Start Date: July 2025

Under the supervision of the Inclusive Humanitarian Action Project Supervisor and in coordination with the HQ WASH Specialist, the WASH Technical Officer (TO) contributes to the successful implementation of a multi-site assessment on community engagement and inclusion in water and sanitation infrastructure projects. The TO provides technical expertise in WASH infrastructure and accessibility, supports data collection and documentation, and ensures that observations and recommendations reflect current technical standards and inclusive practices.

This role is embedded in a multi-disciplinary team and requires coordination with MEAL staff, local partners (including OPDs), local enumerators and NWSC representatives. It is suited to someone with solid technical WASH knowledge, strong field experience, and an understanding of participatory and inclusive approaches.

Duties, Roles and Responsibilities

Mission 1: Providing technical guidance and support to the assessment team

  • Conduct technical site visits to water and sanitation infrastructure in Kampala, Masaka, and Mbarara.

  • Use established observation and accessibility audit tools to assess infrastructure quality, functionality, and usability for all users, including persons with disabilities.

  • Ensure infrastructure-related observations are integrated into the broader analysis of community engagement and inclusion.

  • Coordinate with NWSC technical teams to gather technical data, clarify project implementation details, and validate findings.

  • Participate in methodological discussions and support tool adaptation to ensure feasibility in technical fieldwork

Mission 2: Contributing to learning and data analysis

  • Document technical observations and integrate them into the assessment’s reporting framework.

  • Contribute to analysis sessions with the team to contextualize technical findings within broader inclusion and governance issues.

  • Support the identification of good practices and challenges in infrastructure design, implementation, and community feedback mechanisms.

Mission 3: Supporting technical training and coordination

  • Assist in training enumerators and local facilitators on technical observation protocols.

  • Contribute to briefing/debriefing sessions with the team before and after field visits.

  • Support liaison with community representatives, NWSC staff, and HI Uganda teams as needed to ensure smooth implementation of technical components.

Mission 4: Supporting visibility, advocacy, and reporting

  • Provide inputs to technical sections of the final report and recommendations.

  • Contribute to the development of infrastructure-related visual materials (e.g. photos, diagrams, accessibility checklists).

  • Participate in validation workshops and represent the technical components of the assessment if delegated by the lead.

Mission 5: Emergency Preparedness and Response Responsibilities

  • Contribute to the support or implementation of emergency preparedness actions of the program(s) and, during an emergency, adapts his/her work modality in order to contribute to an effective HI humanitarian response

Qualifications, Education and Competencies

Mandatory

  • BSc. Water Engineering or Water Resource Management, Public health or  relevant technical qualification.

  • Minimum of three years of experience in the same role preferably in the humanitarian sector.

  • Experience with disability Inclusion projects or related experience.

Technical Competencies and Personal Skills required Proficiency.

  • Know and Practice in:

  • Key concepts and standards of WASH

  • Water supply activities

  • Sanitation activities

  • Frameworks and references

  • Office and collaborative tools

  • Strategic analysis – Institutional Fundings

  • Intervention strategy – Field project management
