Jhpiego is implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes. The project's key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response.

Purpose of Position
The Transport Assistant will be responsible for coordinating the maintenance of all office vehicles including the regular maintenance servicing and driving. The transport assistant will ensure all the vehicles are well maintained for an effective and efficient fleet. The Transport Assistant will work closely with the Operations Manager to improve transport services as required. They will ensure that the vehicle policies are adhered to. They will maintain vehicle mileage and related records required by Jhpiego transport policies. The position will be responsible for supervising the office drivers.
Duties, Roles and Responsibilities
Responsibilities
Driving Jhpiego’s office vehicles on official trips as necessary.
Supervising Jhpiego drivers including scheduling trips and reviewing performance.
Ensuring that Jhpiego’s vehicles are well maintained, and policies are adhered to.
Responsible for Maintenance of the Vehicle Service Log.
Responsible for receiving all service requisitions and logging them in on the vehicle service log
Liaising with the drivers on all mechanical issues regarding the vehicles
Responsible for booking appointments for service at the garage
Reviewing of repair estimates and forwarding them to the necessary parties for approvals.
Following up with drivers on confirmation of work done.
Review and approval of invoices before forwarding for payment
Assist in conducting quarterly vehicle checks to ensure vehicle accessories are well maintained
Maintain all records with regards to the vehicles including report on tyres purchased for each vehicle
Work with the Operations Manager on other transport related issues as needed
Ensure that all vehicles meet legal requirements i.e. inspection and insurance
Ensure that the office vehicles have the necessary accessories like spare tires, life savers, toolboxes, first aid kit, jumper cables etc.
Inform the operations manager when vehicle service is due.
Ensure that all Jhpiego vehicles have valid insurance
Maintain a vehicle tracker to monitor vehicle movements
Responsible for monitoring fuel consumption and other minor vehicle maintenance issues
Qualifications, Education and Competencies
Required Qualifications
Diploma in a relevant field
Minimum 5 years’ experience of driving on up country routes and for long distance in a four-wheel drive vehicle and 3 years of transport management.
Certificate in defensive driving
Knowledge of Ugandan traffic laws
Basic knowledge of vehicle maintenance and troubleshooting
Must have a valid driving license
Must have demonstrated driving experience of four-wheel vehicles in long distances and difficult terrain
Preferred Qualifications
Vehicle Maintenance Course
Fleet Management/Logistics course would be an added advantage
Experience working in a busy office within the NGO sector
Experience driving for a USG funded project
Computer skills include demonstrated hands-on-experience with MS Word, and MS Excel.
Proficiency in written and spoken English
