Job Description

The Sub-county Administrator, reporting to the Chief Officer of Education and Public Service, will coordinate the overall administrative, developmental, and service delivery functions within the Sub-county. Key responsibilities include liaising with national government staff, implementing service delivery standards, managing resources, facilitating citizen participation, coordinating devolved services, and preparing timely reports. The position is permanent and pensionable.

  • Manage and coordinate county government resources effectively.

  • Must be a Kenyan citizen.

  • Bachelor’s degree in Social Sciences such as Public Administration, Business Administration/Management, Strategic Management, or equivalent.

  • At least 8 years of relevant experience, with 4 years in a senior management role in administration (public or private sector).

  • Strong knowledge of devolution, county development objectives, national goals, and Vision 2030.

  • Understanding of public service structural, legislative, and regulatory frameworks.

  • Proven leadership and management skills.

  • Excellent communication, report-writing, and computer application proficiency.

  • Ability to work under pressure and meet deadlines.

  • Sensitivity to diversity and ability to work in multi-ethnic environments.

  • Membership in a professional body is an advantage.

  • Completion of a leadership/management course is an added advantage.

  • Must meet the requirements of Chapter 6 of the Constitution (integrity, ethics, accountability).
