Timely review the detailed engineering deliverables developed by Contractor(s) with regards to Start- up aspects, and participate, as requested, in the review of queries/derogation requests.
Main Duties and Responsibilities
Adopt and demonstrate an exemplary behavior with regard to HSE and to implement H3SE rules and requirements within his area of responsibility Verify that H3SE rules are understood and respected on the worksites and to ensure safe working practices are used by Contractors along all phases of project.
Implement the Quality Management System (QMS) within his area of responsibility. Commissioning. Start-up and
Production/Exploitation Company Rules and Specifications (CR's/GS's), and to understand the specificities and contractual aspect of Tilenga Project, with regards to Start-up preparation and execution
Timely review the detailed engineering deliverables developed by Contractor(s) with regards to Start- up aspects, and participate, as requested, in the review of queries/derogation requests.
Lead timely preparation of the Tilenga Start-up Execution Plan by the EPSCC Contractor and provide constructive inputs to lead timely preparation of Start-up procedures, start-up sequences and all the necessary documentation for start-up, in coordination with the Engineering and Installation teams, and with the Field Ops Commissioning and Production Leader.
Ensure adequate organization of EPSCC and FOPS Contractors to perform a successful start-up and transition to Interim operations. In particular, he/she shall ensure start-up team readiness: organization, competency, training, knowledge of the installations.
Participate in the timely review of pre- commissioning and commissioning procedures, as well as of the commissioning schedule for CPF, Well Pads & Pipelines, and provide constructive inputs.
To issue formally all necessary comments and highlight potential issues.
To ensure that commissioning preparation & execution are consistent with the overall Start-up strategy and schedule. To participate in the review of the Ramp-Up Strategy with Well-Performance and GSR teams.
Identify and ensure timely mobilization and supply of material, consumables & tools and vendor manpower support requirements for the start-up execution, in compliance with the Start-up Execution Plan.
Assist Commissioning Leader and Field Operations Commissioning and Hand-Over Coordinator in leak tests, first fills, pipeline commissioning, and to advise the RSES in order to reach the RFSU milestone in schedule.
Identify / define / prepare and execute all necessary studies, and all Risk/Hazard/SIMOPS analyses associated with start-up activities.
Participate to HAZOP, HAZID, PTR and any necessary audits/reviews.
Ensure adequate level of witnessing of activities of Field commissioning team in all FAT, EFAT, SAT, pre-commissioning and commissioning tests of equipment and control systems.
Support the Field Operation team and the engineering team on all technical issues that could impact the start-up of the project.
To give all necessary input in the preparation / review of Operating Procedures.
Participate, with support of the Interface Engineers Leader, in the technical definition and management of all interfaces between Plant Packages and Field Operation Package until close-out of defined interfaces.
Receive systems from all over the project to be taken over by production team.
To implement the Start-up Execution Plan, procedures and sequences activities, and manage the Operation team for the initial start-up of CPF & Well Pad production and utilities systems till the First Oil, with compliance to approved schedule.
To monitor the Troubleshooting and ensure the resolution of start-up problems.
To perform the Close-out of punch-list items. To issue all necessary SIMOPS/COMOPS dossiers in liaison with Operation, Packages and HSSE. To ensure execution of performance tests and ensure associated reporting.
Participate in the final hand-over activities, assist Operation team after First Oil for remaining Start-Up activities, if any, and to identify, report and safely manage the down-graded situations.
Ensure interface, as requested, with Construction and Commissioning with regards to start-up matters.
Ensure confidentiality of the related documentation produced.
Ensure adequate and timely reporting and provide timely feedback to the FOPS Operations Leader and Site manager.

Qualifications & Experience:
HND, Diploma, (or equivalent) Appropriate Engineering qualification with associated experience of supervising operation and/or commissioning in Oil and Gas, large utility operations/projects.
Minimum 15 years of professional experience, Minimum 10 years' experience in field operations or in a similar position.
Expert knowledge and experience of mechanical, piping and safety systems Commissioning & Start-up work preparing commissioning strategy, developing network planning, coordinating integrated plan, contractor follow up and supervision during pre-commissioning and commissioning management of systems handover process and integration with field operations teams. Proven experience in pre-commissioning and commissioning of large rotating machinery.
A broad knowledge of all aspects of the E&P business, experience in a multi-project E&P company environment with a thorough understanding of the technical and commercial issues and risks associated with the project.
Management and leadership skills in order to guide a team of multi-disciplined personnel including contractors
Good awareness of other disciplines.
Significant responsibility in multi-discipline teams or projects.
Good interpersonal and organizational skills as well as a good level of computer literacy and be proficient in Microsoft Office.
