Project Overview
The East African Crude Oil Pipeline (EACOP) is a critical cross-border infrastructure project designed to transport crude oil from Uganda’s oil fields to the Tanzanian coast. Schneider Electric is the lead integrator for the Electrical, Instrumentation, and Telecommunications Systems (EITS), ensuring all technical systems adhere to the highest operational, safety, and international standards throughout the pipeline and associated facilities.
Schneider Electric’s Role
As the EITS integrator, Schneider Electric is responsible for the design, supply, installation, testing, and commissioning of all electrical and telecommunications systems on the EACOP project. These systems are essential for power distribution, control, monitoring, and the safe operation of the pipeline. Effective onsite coordination, technical accuracy, and quality execution are key to achieving the project’s objectives.
Position Summary
The Site Technical Office Leader will provide technical leadership, oversight, and coordination for all site activities related to the installation, commissioning, and integration of electrical and telecommunications systems. This role includes developing execution strategies such as method statements, cost assessments, risk analyses, and detailed planning. The leader serves as the primary technical authority on site, ensuring all activities align with Schneider Electric standards, project documentation, and real-time site conditions.

How to Apply
Lead and supervise all on-site electrical and telecommunications installation activities, providing technical direction and support.
Plan, organize, and control installation and commissioning workflows, including the preparation of method statements, HSE risk assessments, and cost evaluations.
Ensure all systems are installed, integrated, and tested in accordance with Schneider Electric standards and client specifications.
Coordinate technical execution efforts with project management, engineering teams, and subcontractors.
Supervise and mentor field engineers, technicians, and both expatriate and local teams across multiple disciplines.
Review, approve, and manage construction drawings, redlines, and engineering change requests on site.
Provide on-site and remote technical support to Schneider Electric field resources before and during deployments.
Align field execution with engineering deliverables, interface documentation, and commissioning plans.
Participate in the evaluation of subcontractors’ technical work and resolve onsite issues effectively.
Oversee quality control processes, including checklists, test procedures, and Inspection Test Plans (ITPs).
Support reporting requirements by providing daily and weekly updates on installation progress and technical issues.
Collaborate with HSE teams to ensure all technical activities meet safety standards and regulatory requirements.
Facilitate knowledge transfer and training initiatives to local teams to support sustainable project handover.
Education:
Bachelor’s or Master’s degree in Electrical Engineering, Telecommunications Engineering, or a related technical field.
Project management certifications (e.g., PMP, PRINCE2) are advantageous.
Experience:
4 to 6 years of proven technical leadership in electrical and telecommunications installations for large-scale infrastructure projects.
Experience in oil & gas, pipeline, or energy sector projects preferred.
Demonstrated ability working with international teams in remote or field environments, ideally within Africa or similar regions.
Strong background leading installation and commissioning teams and managing multidisciplinary stakeholder interfaces.
Technical Skills:
Expertise in medium and low voltage electrical systems, power distribution, and control architectures.
Solid knowledge of telecommunications systems including fiber optics, SCADA networks, and control room integration.
Familiarity with relevant standards and protocols such as IEC, IEEE, and telecom industry practices for oil & gas.
Proficient in technical planning software, project tracking tools, and engineering documentation management.
Understanding of automation, control systems, and digital instrumentation is an added advantage.

Knowledge of EITS system interfaces and their application in pipeline operations.

Adherence to installation and commissioning schedules.
First-time approval of field activities and deliverables by QA/QC and clients.
Effectiveness of cross-disciplinary technical coordination.
Number of resolved technical issues without escalation.
Accuracy and timeliness of documentation and reporting.
Work Conditions
Full-time, field-based position in remote and industrial environments.
Extended hours during critical phases of installation and commissioning.
Mandatory compliance with Schneider Electric’s HSE protocols and PPE requirements.
Coordination with expatriate and local subcontractor teams across multiple simultaneous work fronts.
