Job Description

Currently, we are seeking suitably qualified candidates to fill in Senior Technical Officer, Strategic Information in Dar es salaam for its EpiC project in Tanzania.

Duties, Roles and Responsibilities

Key Duties and Responsibilities:Strategic Information Systems Strengthening
  • Provide direct technical assistance in the design, implementation and strengthening of M&E systems and activities for EpiC supported community and facility interventions.
  • Promote strategic data use within the project and with stakeholders, by guiding regional and partner staff to strengthen M&E systems, promote data demand, and improve information use for adaptive management.
  • Work with Facility IPs, HCPs, CHW and Government of Tanzania (GoT) counterparts to ensure M&E activities align with donor and national reporting requirements.
  • Participate in the development and adaptation of data collection and reporting tools tailored to decision-makers at various health system levels.
  • Document lessons learned and best practices in M&E in line with USG guidelines.
Data Quality Assurance and Monitoring
  • Conduct routine monitoring visits to project sites and perform Data Quality Assessments (DQAs) and verifications using official tools.
  • Create and manage electronic systems and plans for data quality review.
  • Review routine program data in DHIS2, Infolink, DATIM, generate DRT tools, and coordinate feedback with Regional SI Officers to strengthen data quality and reporting.
Data Analysis, Visualization, and Use
  • Conduct data collection, compilation and report submission (weekly, monthly, quarterly, semi-annual, and annual), including narrative components for the assigned region.
  • Support data analysis to generate insights on trends, gaps and opportunities for program improvement across community and facility interventions.
  • Develop and maintain dashboards to visualize project performance, including targets vs. actuals, deviations, and trends.
  • Manage setting and distributing site level targets for performance monitoring.
Database and Health Information Systems Management
  • Maintain and support use of program databases for data capture, reporting, and client outcome tracking, including national and project-specific platforms (e.g., National CTC2 databases, Infolink, DHIS2, DATIM, UCS, and other relevant databases).
  • Strengthen the use of project-based DHIS2 systems by mentoring, regional teams, and project staff on data access, entry, analytics, and utilization.
  • Troubleshoot data submission errors and coordinate timely corrections with responsible staff.
  • Oversee implementation of Going Online (ORA) activities across Police and Prison Facilities.
  • Perform any other duties as assigned by the supervisor.
